Deputies from the Colorado River Station Make Multiple Arrests Between December 8, 2025, and December 14, 2025
Between December 8, 2025, and December 14, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
JOSEPH BROWN, 32 Years Old, Resident of Needles, CA
On Monday, December 8, 2025, deputies served a search warrant in the 1900 block of Erin Drive following BROWN’S arrest for spousal abuse on Sunday, December 7, 2025. During the search warrant, deputies located ammunition and a gun holster. BROWN is a convicted felon and is prohibited from possessing guns and ammunition, therefore BROWN was additionally charged with PC30305(A)(1)- Felon in Unlawful Possession of Ammunition. BROWN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $80,000.00, awaiting a court hearing.
DESIREE AGUILERA, 34 Years Old, Resident of Mohave Valley, AZ
On Tuesday, December 9, 2025, at approximately 10:30 a.m., deputies contacted DESIREE AGUILERA during a traffic enforcement stop near 3rd Street and D Street. During the stop, AGUILERA was found to be in violation of CVC12500(A)-Driving Without a License. AGUILERA was subsequently arrested, issued a citation, and released at the scene with a future court date.
MONICA CASTILLO, 43 Years Old, Resident of Needles, CA
On Tuesday, December 9, 2025, at approximately 8:39 p.m., deputies contacted MONICA CASTILLO during a traffic enforcement stop near W Needles Hwy and North K Street. During the stop, CASTILLO was found to have two outstanding warrants for her arrest for CVC23152(A)-Driving Under the Influence of Alcohol and PC273A(B)-Child Abuse. CASTILLO was subsequently arrested and transported to the Colorado River Station jail for booking. CASTILLO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.
RANDY FLASCHENRIEM, 45 Years Old, Resident of Needles, CA
On Tuesday, December 9, 2025, at approximately 10:50 p.m., deputies contacted RANDY FLASCHENRIEM during a traffic enforcement stop near Needles Hwy and Balboa Pl. During the stop, FLASCHENRIEM was found to be in violation of CVC14601.1(A)-Driving on a Suspended License. FLASCHENRIEM was subsequently arrested, issued a citation, and released at the scene with a future court date.
BRANDON MITCHELL, 32 Years Old, Resident of Mohave Valley, AZ
On Wednesday, December 10, 2025, at approximately 9:08 p.m., deputies contacted BRANDON MITCHELL during a follow up investigation regarding a domestic disturbance near the 1000 block of Lillyhill Drive. During the investigation, MITCHELL was found to be in violation of PC273.5(A)-Spousal Abuse. MITCHELL was subsequently arrested and transported to the Colorado River Station jail for booking. MITCHELL remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
ADEN BAILEY, 21 Years Old, Resident of Oceanside, CA
On Wednesday, December 10, 2025, at approximately 10:48 p.m., deputies contacted ADEN BAILEY during a traffic enforcement stop near W Needles Hwy and T Street. During the stop, BAILEY was found to be in violation of CVC12500(A)-Driving Without a License. BAILEY was subsequently arrested, issued a citation, and released at the scene with a future court date.
JESSE WILLIAMSON, 23 Years Old, Resident of Golden Valley, AZ
On Wednesday, December 10, 2025, at approximately 10:48 p.m., deputies contacted JESSE WILLIAMSON during a traffic enforcement stop near W Needles Hwy and T Street. During the stop, WILLIAMSON was found to have an outstanding warrant for his arrest out of Butte County for PC148(A)(1)-Obstructing/Resisting an Officer, PC484(A)-Petty Theft, PC490.2 – Petty Theft over $950.00 and PC 664/488- Attempted Petty Theft. WILLIAMSON was subsequently arrested and transported to the Colorado River Station jail for booking. WILLIAMSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $4,000.00, awaiting extradition.
JONATHAN STORY, 35 Years Old, Resident of Parker, AZ
On Thursday, December 11, 2025, at approximately 2:58 p.m., deputies contacted JONATHAN STORY during a traffic enforcement stop near State Hwy 62 and Parker Dam Rd. During the stop, STORY was found to have an outstanding warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. STORY was subsequently arrested, issued a citation, and released at the scene with a future court date.
YVETTE STEVENS, 39 Years Old, Resident of Needles, CA
On Friday, December 12, 2025, at approximately 8:15 a.m., deputies contacted YVETTE STEVENS during an area check near the 900 block of Front St. During the check, STEVENS was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. STEVENS was also found to have 3 outstanding warrants for her arrest for PC415(1)-Disturbing the Peace and several additional drug charges. STEVENS was subsequently arrested and transported to the Colorado River Station jail for booking. STEVENS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CELINA VALDEZ, 30 Years Old, Resident of Needles, CA
On Saturday, December 13, 2025, at approximately 6:52 p.m., deputies contacted CELINA VALDEZ during a traffic enforcement stop near F Street and 3rd Street. During the stop, VALDEZ was found to be in violation of CVC12500(A)-Driving Without a License. VALDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date.
COLE BLACKWELL, 24 Years Old, Resident of Hesperia, CA
On Saturday, December 13, 2025, at approximately 11:44 p.m., deputies contacted COLE BLACKWELL during a call for service reference a disturbance near the13000 block of Havasu Lake Rd. During the investigation, BLACKWELL was found to have an outstanding warrant for his arrest for CVC14601.1(A)- Driving on a Suspended License. BLACKWELL was subsequently arrested and transported to the Colorado River Station for booking. BLACKWELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
PETE JEWELL, 43 Years Old, Resident of Needles, CA
On Sunday, December 14, 2025, at approximately 9:30 a.m., deputies contacted PETER JEWELL during a call for service reference a disturbance near the 800 block of 4th Street. During the investigation, JEWELL was found to have an outstanding warrant for his arrest for CVC23152(A)-Driving Under the Influence of Alcohol. JEWELL was subsequently arrested and transported to the Colorado River Station jail for booking. JEWELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
