Deputies from the Colorado River Station Make Multiple Arrests Between December 15, 2025, and December 21, 2025
Between December 15, 2025, and December 21, 2025, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
DESNIE MILLER, 62 Years Old, Resident of Needles, CA
On Monday, December 15, 2025, at approximately 8:41 a.m., deputies contacted DESNIE MILLER during a pedestrian check near J Street and the WB Interstate 40. During the check, MILLER was found to have an outstanding warrant for his arrest for PC148(A)(1)-Obstructing/Resisting Police Officer. MILLER was subsequently arrested and transported to the Colorado River Station jail for booking. MILLER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $100,000.00, awaiting a court hearing.
VONNIE MORRISON, 57 Years Old, Resident of Phelan, CA
On Monday, December 15, 2025, at approximately 10:47 a.m., deputies contacted VONNIE MORRISON during a call for service reference a disturbance near the 1900 block of Clary Drive. During the investigation, MORRISON was found to have two outstanding warrants for her arrest for CVC12500(A)-Driving Without a License. MORRISON was subsequently arrested, issued a citation, and released at the scene with a future court date.
JEREMY VALDEZ, 24 Years Old, Resident of Needles, CA
On Monday, December 15, 2025, at approximately 2:47 a.m., deputies contacted JEREMY VALDEZ during a warrant service near the 1000 block of Lillyhill Drive. During the service, VALDEZ was found to have two outstanding warrants for his arrest for PC647(F)-Disorderly Conduct/Drunk in Public. VALDEZ was subsequently arrested, issued a citation and released at the scene with a future court date.
ADAM LYNCH, 41 Years Old, Resident of Needles, CA
On Monday, December 15, 2025, at approximately 10:44 p.m., deputies contacted ADAM LYNCH during a pedestrian check near W Broadway Street and H Street. During the stop, Lynch was found to be in violation of H&S11395(B)-Possession of a Controlled Substance with Two or More Priors. LYNCH was subsequently arrested and transported to the Colorado River Station jail for booking. LYNCH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
DIANA DONNERSBACH, 38 Years Old, Resident of Needles, CA
On Tuesday, December 16, 2025, at approximately 10:45 p.m., deputies contacted DIANA DONNERSBACH during a call for service near the 500 block of A Street reference a vandalism. During the investigation, DONNERSBACH was found to be in violation of PC594(A)(2)-Vandalism. DONNERSBACH was also found to have two outstanding warrants for her arrest for CVC23152(A)-Driving Under the Influence and PC273A(B)-Child Abuse. DONNERSBACH was subsequently arrested and transported to the Colorado River Station jail for booking. DONNERSBACH remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $70,000.00, awaiting a court hearing.
DERRICK FELTUS, 60 Years Old, Resident of Las Vegas, NV
On Wednesday, December 17, 2025, at approximately 3:40 a.m., deputies contacted DERRICK FELTUS during a traffic enforcement stop near E Broadway Street and the EB Interstate 40. During the stop, FELTUS was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. FELTUS was subsequently arrested and transported to the Colorado River Station jail for booking. FELTUS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CHARLES STEVENSON, 70 Years Old, Resident of Big River, CA
On Wednesday, December 17, 2025, at approximately 8:47 a.m., deputies contacted CHARLES STEVENSON during a traffic enforcement stop near Rio Vista Dr and Cahto Rd in Big River. During the stop, STEVENSON was found to have an outstanding warrant for CVC23152(B)-Driving Under the Influence of Alcohol with a Blood Alcohol over .08%. STEVENSON was subsequently arrested, issued a citation, and released at the scene with a future court date.
DYLON ALLRED, 26 Years Old, Resident of Needles, CA
On Wednesday, December 17, 2025, at approximately 4:25 p.m., deputies contacted DYON ALLRED during a traffic enforcement stop near E Broadway Street and Ice Plant Rd. During the stop, ALLRED was found to be in violation of CVC10851(A)-Vehicle Theft. ALLRED was also found to have an outstanding warrant for CVC12500(A)-Driving Without a License. ALLRED was subsequently arrested and transported to the Colorado River Station jail for booking. ALLRED remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $35,000.00, awaiting a court hearing.
DIANA DONNERSBACH, 38 Years Old, Resident of Needles, CA
On Thursday, December 18, 2025, at approximately 4:02 p.m., deputies contacted DIANA DONNERSBACH during a call for service near the 500 block of A Street reference a domestic disturbance. During the investigation, DONNERSBACH was found to be in violation of PC368(B)(1)-Elder Abuse. DONNERSBACH was subsequently arrested and transported to the Colorado River Station jail for booking. DONNERSBACH remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $40,000.00, awaiting a court hearing.
ANDREW ARTHUR, 41 Years Old, Resident of Golden Valley, AZ
On Thursday, December 18, 2025, at approximately 9:18 p.m., deputies contacted ANDREW ARTHUR during a traffic enforcement stop near Broadway St and Walnut St. During the stop, ARTHUR was found to be in violation of CVC12500(A)-Driving Without a License. ARTHUR was subsequently arrested, issued a citation, and released at the scene with a future court date.
TASHA HILLESTAD, 45 Years Old, Resident of Golden Valley, AZ
On Thursday, December 18, 2025, at approximately 9:18 p.m., deputies contacted TASHA HILLSTAD during a traffic enforcement stop near Broadway St and Walnut St. During the stop, HILLESTAD was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia. HILLESTAD was subsequently arrested, issued a citation, and released at the scene with a future court date.
MANEUL CHAVEZ, 52 Years Old, Resident of Long Beach, CA
On Friday, December 19, 2025, at approximately 5:55 a.m., California Highway Patrol officers contacted MANUEL CHAVEZ during a traffic enforcement stop on the east bound I40 just west of J Street in Needles. During the stop, CHAVEZ was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking. CHAVEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
BASHAY WARD, 23 Years Old, Resident of Yuma, AZ
On Friday, December 19, 2025, at approximately 8:03 p.m., deputies contacted BASHAY WARD during a traffic enforcement stop near US Hwy 95 and Five Mile Rd. During the stop, WARD was found to be in violation of PC25400(A)(1)-Carrying a Concealed Weapon in a Vehicle. WARD was subsequently arrested and transported to the Colorado River Station jail for booking. WARD was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MICHAEL JEWELL, 53 Years Old, Resident of Needles, CA
On Friday, December 19, 2025, at approximately 9:45 p.m., deputies contacted MICHAEL JEWELL during a vehicle check near 4th Street and E Street. During the check, JEWELL was found to have an outstanding warrant for his arrest for CVC14601.1(A)-Driving on a Suspended License. JEWELL was subsequently arrested and transported to the Colorado River Station jail for booking. JEWELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
KENNETH LITCHFIELD, 35 Years Old, Resident of Needles, CA
On Saturday, December 20, 2025, at approximately 11:26 p.m., deputies contacted KENNETH LITCHFIELD during a traffic enforcement stop near the 1500 block of Bailey Ave. During the stop, LITCHFIELD was found to be in violation of CVC12500(A)-Driving Without a License. LITCHFIELD
was subsequently arrested, issued a citation, and released at the scene with a future court date.
GARY STAI, 64 Years Old, Resident of Needles, CA
On Saturday, December 20, 2025, at approximately 3:49 p.m., deputies contacted GARY STAI during a warrant service near the 100 block of San Luis St. During the service, STAI was found to have an outstanding warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. STAI was subsequently arrested, issued a citation, and released at the scene with a future court date.
DENISE KALINOWSKI, 42 Years Old, Resident of Needles, CA
On Saturday, December 20, 2025, at approximately 4:20 p.m., deputies contacted DENISE KALINOWSKI during a warrant service near the 200 block of Cibola St. During the service, KALINOWSKI was found to have an outstanding warrant for her arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia. KALINOWSKI was subsequently arrested, issued a citation, and released at the scene with a future court date.
MATTHEW WATSON, 53 Years Old, Resident of Topock, AZ
On Saturday, December 20, 2025, at approximately 10:07 p.m., deputies contacted MATTHEW WATSON during a felony traffic enforcement stop near W Needles Hwy and W Broadway St. During the stop, WATSON was identified as the suspect in a reported crime that occurred earlier that day. WATSON was subsequently arrested for PC245(A)(2)-Assault with a Firearm on a Person, PC246.3(A)-Willful Discharge of a Firearm and PC29800(A)(1)-Felon in Possession of a Firearm. WATSON was transported to the Colorado River Station jail for booking and remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $100,000.00, awaiting a court hearing.
MICAH MILLER, 38 Years Old, Resident of Los Angeles, CA
On Sunday, December 21, 2025, at approximately 10:59 a.m., California Highway Patrol officers contacted MICHA MILLER during a traffic enforcement stop on the west bound I40 near mile marker 67.9. During the stop, MILLER was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol, CVC23152(B)-DUI with a Blood Alcohol Content over .08% and CVC14601.5(A)-Driving on a Suspended License for DUI. MILLER was subsequently arrested and transported to the Colorado River Station jail for booking. MILLER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
RACHEL REYES, 45 Years Old, Resident of Needles, CA
On Sunday, December 21, 2025, at approximately 2:06 p.m., deputies contacted RACHEL REYES during a subject check near 3rd Street and G Street. During the check, REYES was found to have an outstanding warrant for her arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia. REYES was subsequently arrested, issued a citation, and released at the scene with a future court date.
MARK FRANCO, 48 Years Old, Resident of Needles, CA
On Sunday, December 21, 2025, at approximately 2:06 p.m., deputies contacted MARK FRANCO during a subject check near 3rd Street and G Street. During the check, FRANCO was found to have an outstanding warrant for his arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia. FRANCO was subsequently arrested, issued a citation, and released at the scene with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
