Multiple Arrests Made in Needles/Colorado River from December 29, 2025, to January 4, 2026

Between December 29, 2025, and January 4, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

JACOB HUTSELL, 43 Years Old, Resident of Needles, CA
On Tuesday, December 30, 2025, at approximately 12:21 a.m., deputies contacted JACOB HUTSELL during a traffic enforcement stop near the intersection of North K Street and Smokestack Drive. During the stop, HUTSELL was found to be in violation of CVC14601.1(A)-Driving on a Suspended License. HUTSELL was subsequently arrested, issued a citation, and released at the scene with a future court date.  

ENRIQUE LOVATO, 42 Years Old, Resident of Mohave Valley, Az
On Tuesday, December 30, 2025, at approximately 9:51 p.m., deputies contacted ENRIQUE LOVATO during a traffic enforcement stop near Safari Drive and Riverview Lane. During the stop, LOVATO was found to be in violation of H&S11395(B)(1)- Possession of Controlled Substance with 2 Prior Arrests, PC30305(A)(1)- Felon Prohibited to Possess Ammunition, and PC3459- PRCS Probation Violation. LOVATO was subsequently arrested and transported to the Colorado River Station jail for booking. LOVATO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

MYKAH ASPA, 24 Years Old, Resident of Parker, AZ
On Tuesday, December 30, 2025, at approximately 10:45 p.m., deputies contacted MYKAH ASPA during a traffic enforcement stop near Safari Drive and Desert Drive.  During the stop, ASPA was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol.  ASPA was subsequently arrested and transported to the Colorado River Station jail for booking.  ASPA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

LEEANNE BURNS, 45 Years Old, Resident of Needles, CA
On Wednesday, December 31, 2025, at approximately 5:20 p.m., deputies contacted LEEANNE BURNS during a call for service reference a disturbance near the 1900 block of Clary Dr.  During the investigation, BURNS was found to be in violation of PC647(F)-Disorderly Conduct/Public Intoxication. BURNS was subsequently arrested and transported to the Colorado River Station jail for booking. BURNS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

CHRISTOPHER ARQUERO, 28 Years Old, Resident of Mohave Valley, Az
On Wednesday, December 31, 2025, at approximately 7:55 p.m., deputies contacted CHRISTOPHER ARQUERO during a call for service near the intersection of J Street and 3rd Street.  During the investigation, ARQUERO was found to be in violation of CVC23153(A)-Driving Under the Influence of Alcohol with Traffic Collision Causing Injury and PC273A(A)- Child Abuse Causing Injury. ARQUERO was subsequently arrested and transported to the Colorado River Station jail for booking. ARQUERO remains in the custody of the San Bernardino County Sheriff’s Department on $25,000 bail, awaiting a court hearing.

JAMES DUNDON, 41 Years Old, Resident of Needles, CA
On Thursday, January 1, 2025, at approximately 2:34 a.m., deputies contacted JAMES DUNDON during a traffic enforcement stop near Erin Drive and Orange Ave. During the stop, DUNDON was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)- DUI with a Blood Alcohol Content over .08%. DUNDON was subsequently arrested and transported to the Colorado River Station jail for booking. DUNDON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

SHAWNA HARPER, 38 Years Old, Resident of Pala, CA
On Thursday, January 1, 2025, at approximately 4:29 a.m., deputies contacted SHAWNA HARPER during a call for service near the 4000 block of Bourbon Street reference a domestic disturbance. During the investigation, HARPER was found to be in violation of PC243(E)(1)- Domestic Battery. HARPER was subsequently arrested and transported to the Colorado River Station jail for booking. HARPER remains in the custody of the San Bernardino County Sheriff’s Department on $25,000 bail, awaiting a court hearing.

MICHAEL KELLY, 54 Years Old, Resident of Needles, CA
On Thursday, January 1, 2025, at approximately 7:29 p.m., deputies contacted MICHAEL KELLY during a call for service near J Street and Hospitality Lane. During the investigation, KELLY was found to have an active warrant out of Lasson County for PC148(A)(1)- Obstructing an Officer. KELLY was subsequently arrested and transported to the Colorado River Station jail for booking. KELLY remains in the custody of the San Bernardino County Sheriff’s Department on $20,000 bail, awaiting a court hearing.

KEVIN CALDWELL, 42 Years Old, Resident of Victorville, CA
On Friday, January 2, 2025, at approximately 9:25 a.m., California Highway Patrol officers contacted KEVIN CARTWELL during a traffic enforcement stop on the east bound I40 and mile marker 134.  During the stop, CARTWELL was found to be in violation of CVC10851(A)- Stolen Vehicle, PC496(D)(A)- Possession of a Stolen Vehicle, CVC14601.1(A)- Driving with a Suspended License and PC3455-Violation of Post Release Community Supervision. CALDWELL was subsequently arrested and transported to the Colorado River Station jail for booking. CALDWELL remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

NDONGOI HARVEY, 55 Years Old, Resident of Needles, CA
On Friday, January 2, 2025, at approximately 6:29 p.m., deputies contacted NDONGOI HARVEY during a traffic enforcement stop near Broadway Street and Walnut Street. During the investigation, HARVEY was found to have an active warrant for PC243(E)(1)- Domestic Battery. HARVEY was subsequently arrested and transported to the Colorado River Station jail for booking. During the Booking process HARVEY was found to be in violation of PC4573.5- Bringing a Controlled Substance into a Jail.  HARVEY was also found to have an active warrant out of Mohave County, AZ. HARVEY remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing and extradition. 

BRAD SCHAFFER, 48 Years Old, Resident of Needles, CA
On Friday, January 2, 2025, at approximately 7:25 p.m., deputies contacted BRAD SCHAFFER during a traffic enforcement stop near Needles Hwy and Race Street. During the stop, SCHAFFER was found to have an active warrant for CVC12500(A)-Driving without License. SCHAFFER was subsequently arrested, issued a citation, and released at the scene with a future court date.  

JOHN LUCAS, 36 Years Old, Resident of Mohave Valley, Az
On Friday, January 2, 2025, at approximately 10:05 p.m., deputies contacted JOHN LUCAS during a traffic enforcement stop near Colorado Court and G Street. During the stop, LUCAS was found to be in violation of H&S11377(a)- Possession of a Controlled Substance and was found to have an active warrant for VC12500(A)- Driving without a License. LUCAS was subsequently arrested and transported to the Colorado River Station jail for booking. LUCAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ROBERT WILLHITE, 40 Years Old, Resident of San Bernardino, CA
On Saturday, January 3, 2025, at approximately 12:25 p.m., California Highway Patrol officers contacted ROBERT WILLHITE during a traffic enforcement stop on the east bound I40 and mile marker 122.  During the stop, WILLHITE was found to be in violation of CVC23152(A)- Driving Under the Influence of Alcohol and CVC23152(B)- DUI with a Blood Alcohol Content over .08%. WILLHITE was subsequently arrested and transported to the Colorado River Station jail for booking. WILLHITE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

KAREN HUDGINS, 44 Years Old, Resident of Highland, CA
On Saturday, January 3, 2025, at approximately 1:20 p.m., deputies contacted KAREN HUDGINS during a traffic enforcement stop near the intersection of Whipple Road and Camp Ends Road. During the stop, HUDGINS was found to have an active misdemeanor warrant for H&S11364.1(A)- Possession of Unlawful Drug Paraphernalia. HUDGINS was subsequently arrested, issued a citation, and released at the scene with a future court date.



MARK MANNOR, 35 Years Old, Resident of Needles, CA
On Saturday, January 3, 2025, at approximately 2:17 p.m., deputies contacted MARK MANNOR during a call for service on the 1000 block of Bailey Ave. During the contact, MANNOR was found to have an active warrant out of Mohave County for a Probation Violation. MANNOR was subsequently arrested and transported to the Colorado River Station jail for booking. MANNOR remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting extradition.

DEANNA MYAER, 62 Years Old, Resident of Needles, CA
On Saturday, January 3, 2025, at approximately 6:16 p.m., deputies contacted DEANNA MYAER during a traffic enforcement stop near Broadway Street and Chestnut Street. During the investigation, MYAER was found to have 3 active warrants for PC415(2)- Disturbing the Peace, PC488- Petty Theft, and VC40508(A)- Failure to Appear. MYAER was subsequently arrested, issued a citation, and released at the scene with a future court date.

DANIEL RODRIGUEZ, 31 Years Old, Resident of Bakersfield, CA
On Saturday, January 3, 2025, at approximately 9:17 p.m., deputies contacted DANIEL RODRIGUEZ during a traffic enforcement stop on the I40 near Five Mile Road. During the stop, RODRIGUEZ was found to be in violation of H&S11360(A)(3)- Sell/Transport Marijuana. RODRIGUEZ was subsequently arrested and transported to the Colorado River Station jail for booking. RODRIGUEZ remains in the custody of the San Bernardino County Sheriff’s Department on $40,000 bail, awaiting extradition.

ANDRE CHAVEZ, 22 Years Old, Resident of Needles, CA
On Sunday, January 4, 2025, at approximately 10:27 a.m., deputies contacted ANDRE CHAVEZ during a pedestrian check near the intersection of I Street and Broadway Ave. During the stop, CHAVEZ was found to be in violation of PC-21510(A)- Possession of a Switchblade. CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking. CHAVEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

CIINT WALTON, 66 Years Old, Resident of Needles, CA
On Sunday, January 4, 2025, at approximately 2:54 p.m., deputies contacted CINNT WALTON during a call for service near the 2300 block of Needles Hwy.  During the investigation, WALTON was found to have an outstanding warrant for PC647(F)-Disorderly Conduct.  WALTON was subsequently arrested, issued a citation, and released at the scene with a future court date. 

The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
