Mayor John Carney, Chief Wilfredo Campos Share 2025 Year-End Crime Report, Revealing Continued Enhancements to Public Safety:

Wilmington Mayor John Carney and Chief of Police Wilfredo Campos today released the Wilmington Police Department’s 2025 Year-End Report, which includes crime statistics for the past year along with data and details about the department’s operations and community initiatives.

Crime data reveal a 20% reduction in murders in 2025 compared with 2024, as well as a 21% reduction in shooting incidents. The year 2025 closed with a total of 64 shooting incidents, which is the lowest number since 2003. There was also a 17% decrease in shooting victims in 2025.
 
"Maintaining public safety is one of the most fundamental responsibilities of government," said Mayor Carney. "2025 data shows that the numbers are continuing to trend in the right direction, with significant decreases in murders and shooting incidents across the city. I'd like to thank Chief Campos and the entire WPD team for their dedication to our community and their proactive response to crime reduction. I look forward to continuing our work together to build on this progress in the years to come."
 
Last year saw sustained reductions in overall Part 1 crimes – which include murder, rape, robbery, aggravated assault, burglary, felony theft and auto theft – with an overall 8% reduction compared with 2024 and a 31% reduction when compared with 2017. The department has also reported continued reductions in misdemeanor thefts like package thefts and thefts from vehicles, which were down 14% compared with 2024 and 52% when compared with 2017.
 
“We are proud of the significant progress that we have made in enhancing public safety and reducing crime in Wilmington over the past year,” said Chief Campos. “These numbers are no accident – they are the result of the continued implementation of our proven crime reduction strategies, and the hard work and dedication of our police officers each and every day. They are also reflective of the enduring partnerships we have with our local, state and federal partners – including the Delaware Department of Justice and the United States Attorney’s Office – as well as the strong collaborations and relationships that we have with members of our community.”
 
Similar to analyses of 2023 and 2024 year-end data, investigators observed sustained reductions in the share of shooting incidents and murders related to group violence. When accounting for all shooting incidents and murders in 2025:

  • 14% of incidents could be described as ‘isolated incidents’, with 3 being domestic-related and 6 being related to altercations or other isolated causes
  • 20% of incidents are believed to have been related to narcotics or robberies
  • 12% of incidents are believed to have been related to group violence
  • The motive in connection with the remaining 54% of incidents remains under investigation
The year-end report also details accomplishments and highlights of the department’s service to Wilmington in 2025 – like the continued operation of our Partners in Care mental health co-responder program – in addition to updates on recruitment, data from various divisions and units and objectives for 2026.
