INCIDENT: InnRoads - Homeless Outreach
LOCATION: City of Rancho Cucamonga
SUMMARY: On September 9th, 2025, the West Valley InnRoads, Homeless Outreach team, contacted Paul Rathgaber and transported him to the Inland Valley Recovery Services (IVRS) in Upland for drug and alcohol rehabilitation services. Paul had previously been homeless for eight years.
Deputy Emery originally met Paul while he was panhandling near the intersection of 4th Street and Interstate 15, in the city of Rancho Cucamonga. Paul was arrested on eleven different occasions in 2025, and had been identified as a high utilizer of the County of San Bernardino resources.
As of January 7, 2026, Paul successfully completed the detoxification and rehabilitation program at IVRS and is currently in Sober Living. Paul is one of the many successful contacts made with homeless individuals throughout the county, by the San Bernardino County Sheriff's Community Service and Reentry Division.
