* WHERE...In Iowa, Buena Vista, Lyon, O'Brien, and Sioux Counties. In South Dakota, Lincoln County.
* WHEN...For the High Wind Warning, until 6 PM CST this evening. For the Extreme Cold Watch, from Thursday evening through Friday afternoon.
* IMPACTS...Damaging winds will blow down tree branches. Scattered power outages are expected. Travel will be difficult, especially for high profile vehicles. The dangerously cold wind chills as low as 35 below zero could cause frostbite on exposed skin in as little as 10 minutes.
* ADDITIONAL DETAILS...Strong winds and any falling snow may result in patchy blowing snow.
