* WHERE...Portions of northeast Kentucky, southeast Ohio, southwest Virginia, and central, northeast, northern, southeast, southern, and western West Virginia.

* WHEN...From Monday evening through Tuesday morning.

* IMPACTS...The cold wind chills as low as 15 below zero could result in hypothermia or frostbite if precautions are not taken. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. An extended period of freezing temperatures could cause ruptured water pipes.
