Deputies in Needles Make Multiple Arrests the Week of January 19, 2026, thru January 25, 2026

Between January 19, 2026, and January 25, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

LUIS LOZADA RAMOS, 24 Years Old, Resident of Victorville, CA
On Monday, January 19, 2026, at approximately 4:45 p.m., deputies contacted LUIS LOZADA RAMOS during a vehicle check near E Broadway St and E Smith Road following a reported train burglary.   LOZADA RAMOS was found to be in violation of CVC2800.2(A)- Felony Evading and was subsequently arrested and booked at the Colorado River Station jail.  LOZADA RAMOS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $300,000.00, awaiting a court hearing.  

SEAN SULLIVAN, 38 Years Old, Resident of Needles, CA
On Wednesday, January 21, 2026, at approximately 12:16 a.m., deputies contacted SEAN SULLIVAN during a traffic enforcement stop near Front Street and L Street.  During the stop, SULLIVAN was found to have an outstanding warrant for his arrest for H&S11352(A)-Transporting a Controlled Substance for Sale.  SULLLIVAN was subsequently arrested and transported to the Colorado River Station jail for booking.  SULLIVAN remains in the custody of the San Bernardino County Sheriff’s Department on $50,000.00 bail, awaiting a court hearing.

CHRISTOPHER STARR, 56 Years Old, Resident of Needles, CA
On Wednesday, January 21, 2026, at approximately 1:46 a.m., deputies contacted CHRISTOPHER STARR during a traffic enforcement stop near North K Street and Smokestack.  During the stop, STARR was found to be in violation of CVC14601.2(A)-Driving on a Suspended License for DUI.  STARR was subsequently arrested, issued a citation, and released at the scene with a future court date. 

RICKY FISHER, 20 Years Old, Resident of Parker, AZ
On Wednesday, January 21, 2026, at approximately 5:36 a.m., deputies contacted and arrested RICKY FISHER at the La Paz County jail pursuant to an arrest warrant related to multiple drug and weapon offenses.  FISHER was transported to the Colorado River Sation jail for booking and remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

RAESEAN WOODARD, 44 Years Old, Resident of Kingman, AZ
On Wednesday, January 21, 2026, at approximately 10:42 a.m., deputies contacted RAESEAN WOODARD during a traffic enforcement stop near W Broadway St and H Street.  During the stop, WOODARD was found to be in violation of CVC14601.1(A)-Driving with a Suspended License.  WOODARD was subsequently arrested, issued a citation, and released at the scene with a future court date.

AMY SWIFT, 18 Years Old, Resident of Mesa, AZ
On Wednesday, January 21, 2026, at approximately 11:03 a.m., deputies contacted and arrested AMY SWIFT at the Maricopa County jail pursuant to an arrest warrant related to PC261.5(C)-Sex with a Minor 3+years Younger and PC311.1(A)-Sending/Possessing Obscene Matter/Child Pornography.  SWIFT was transported to the Colorado River Sation jail for booking and remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $90,000.00, awaiting a court hearing. 

MICHAEL REED, 53 Years Old, Resident of Needles, CA
On Wednesday, January 21, 2026, at approximately 9:07 p.m., deputies contacted MICHAEL REED during a follow up investigation where a search warrant was served near the 200 block of F Street.  During the investigation, REED was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm and PC30305(A)(1)-Felon in Possession of Unlawful Ammunition.  REED was subsequently arrested and transported to the Colorado River Station jail for booking.  REED remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.

GUADALUPE LOZANO, 36 Years Old, Resident of Needles, CA
On Thursday, January 22, 2026, at approximately 3:45 p.m., deputies contacted GUADALUPE LOZANO during a traffic enforcement stop near North K St and Needles Hwy.  During the stop, LOZANO was found to have an outstanding warrant for PC1203.2(A)(1)-Violation of Probation on PC273.5(A)-Spousal Abuse.  LOZANO was subsequently arrested and transported to the Colorado River Station jail for booking.  LOZANO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

NAJAH ZEINATY, 35 Years Old, Resident of Bullhead City, AZ
On Thursday, January 22, 2026, at approximately 3:45 p.m., deputies contacted NAJAH ZEINATY during a traffic enforcement stop near North K St and Needles Hwy.  During the stop, ZEINATY was found to have an outstanding warrant for PC647(F)-Disorderly Conduct.  ZEINATY was subsequently arrested and transported to the Colorado River Station jail for booking.  During the booking process, ZEINATY was found to be in possession of a controlled substance and was additionally charged with H&S11377(A)-Possession of a Controlled Substance and PC4573.5-Bringing Drugs into Jail.  ZEINATY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $31,000.00, awaiting a court hearing. 

JEEHOON KIM, 27 Years Old, Resident of Torrance, CA
On Thursday, January 22, 2026, at approximately 9:26 p.m., deputies contacted JEEHOON KIM during a traffic enforcement stop near North K St and Needles Hwy.  During the stop, KIM was found to have an outstanding warrant out of Los Angeles for PC594(A)(1)-Vandalism.  JEEHOON was subsequently arrested and transported to the Colorado River Station jail for booking.  JEEHOON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

SHARON JACKSON, 54 Years Old, Resident of Needles, CA
On Thursday, January 22, 2026, at approximately 10:41 p.m., deputies contacted SHARON JACKSON during a traffic enforcement stop near N Street and Race St.  During the stop, JACKSON was found to be in violation of CVC14601.1(A)-Driving on a Suspended License.  JACKSON was subsequently arrested, issued a citation and released at the scene with a future court date. 

KATHLEEN ZEINATY, 61 Years Old, Resident of Needles, CA
On Thursday, January 22, 2026, at approximately 11:17 p.m., deputies contacted KATHLEEN ZEINATY during a traffic enforcement stop near W Needles Hwy and R St.  During the stop, ZEINATY was found to be in violation of CVC14601.1(A)-Driving with a Suspended License.  ZEINATY was subsequently arrested, issued a citation, and released at the scene with a future court date.

DEBORAH HERNANDEZ, 68 Years Old, Resident of Needles, CA
On Friday, January 23, 2026, at approximately 6:32 p.m., deputies contacted DEBORAH HERNANDEZ during a traffic enforcement stop near 4th Street and E Street.  During the stop, HERNANDEZ was found have an outstanding warrant for her arrest for H&S11377(A)-Possession of a Controlled Substance.  HERNANDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date.

ADAM LYNCH, 41 Years Old, Resident of Needles, CA
On Saturday, January 24, 2026, at approximately 7:39 a.m., deputies contacted ADAM LYNCH during a pedestrian stop near the 1900 block of Erin Dr.  During the stop, LYNCH was found have an outstanding warrant for his arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia and H&S11395-Mandated Drug Treatment.  LYNCH was subsequently arrested and transported to the Colorado River Station jail for booking. LYNCH remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.

MICHAEL UPSHAW, 67 Years Old, Resident of Mohave Valley, AZ
On Saturday, January 24, 2026, at approximately 8:40 a.m., deputies contacted MICHAEL UPSHAW during a traffic enforcement stop near W Broadway St and Chestnut St.  During the stop, UPSHAW was found to be in violation of CVC12500(A)-Driving without a License.  UPSHAW was subsequently arrested, issued a citation, and released at the scene with a future court date.

JACQUELYN DUNHAM, 31 Years Old, Resident of Fort Mohave, AZ
On Saturday, January 24, 2026, at approximately 9:36 a.m., deputies contacted JACQUELYN DUNHAM during a traffic enforcement stop near Needles Hwy and E Broadway St.  During the stop, DUNHAM was found to be in violation of CVC12500(A)-Driving without a License.  DUNHAM was subsequently arrested, issued a citation, and released at the scene with a future court date.

CHARLES KLURE, 34 Years Old, Resident of Needles, CA
On Saturday, January 24, 2026, at approximately 10:29 p.m., deputies contacted CHARLES KLURE during a traffic enforcement stop near North K Street and W Needles Hwy.  During the stop, KLURE was found to have an outstanding warrant out of Orange County for his arrest for a weapons charge.  KLURE was subsequently arrested, issued a citation, and released at the scene with a future court date.
LANCE KIRK, 37 Years Old, Resident of Kingman, AZ
On Sunday, January 25, 2026, at approximately 9:48 a.m., deputies contacted LANCE KIRK during a traffic enforcement stop near W Broadway St and K Street.  During the stop, KIRK was found to be in violation of PC21310- Possession of a Dirk/Dagger.  KIRK was also found to have an outstanding warrant for his arrest out of Maricopa County.  KIRK was subsequently arrested and transported to the Colorado River Station jail for booking. KIRK remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

MELODY MULIN, 39 Years Old, Resident of Kingman, AZ
On Sunday, January 25, 2026, at approximately 9:48 a.m., deputies contacted MELODY MULIN during a traffic enforcement stop near W Broadway St and K Street.  During the stop, MULIN was found to be in violation of PC21310- Possession of a Dirk/Dagger.  MULIN was also found to have an outstanding warrant for her arrest for H&S 11350(A)-Possession of a Controlled Substance.  MULIN was subsequently arrested and transported to the Colorado River Station jail for booking. MULIN remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

DWAYNE TAYLOR, 53 Years Old, Resident of Mohave Valley, AZ
On Sunday, January 25, 2026, at approximately 10:12 p.m., deputies contacted DWAYNE TAYLOR during a traffic enforcement stop near Front Street and K Street.  During the stop, TAYLOR was found to be in violation of H&S11370.1(A)-Possession of a Controlled Substance while Armed, H&S11378-Possession of a Controlled Substance for Sale and H&S11379-Transporting a Controlled Substance.  TAYLOR was subsequently arrested and transported to the High Desert Detention Center for booking. TAYLOR remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
