K-9 Helps Nab Suspect in Purse Snatching Attempt; Suspect Arrested with Knife and Narcotics

LOCATION: 12000 Block of Arrow Route, Rancho Cucamonga
SUSPECT(S): Andrew Jesus Flores, 25-year-old, Resident of Fontana.
VICTIM(S): Confidential 59-year-old, Female
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On January 25, 2026, at 4:48 p.m., deputies responded to a call for service reference an attempted robbery. The reporting party advised that an unknown male attempted to steal her purse from inside her parked vehicle. The unknown suspect was later identified as Andrew Jesus Flores. Through investigation, it was learned Flores took the victims purse and other items from her vehicle. The victim saw the suspect with her purse and was able to take it back from him. Flores fled the location on foot prior to deputies’ arrival.
With the assistance of K-9 Keva, deputies located and detained the suspect a short distance away.
During a search of Flores’ person, deputies located a knife with a fixed blade, approximately 19 cm in total length. Deputies also located four bundles of suspected methamphetamine wrapped inside of latex gloves, and five bundles of suspected heroin wrapped inside of plastic. During the investigation, deputies learned Flores had prior theft related convictions.
Andrew Jesus Flores was arrested and booked at The West Valley Detention Center for PC 666.1-Petty theft with two prior convictions, HS11351-Possess/Purchase/Sell Narcotics/Controlled Substance, HS11378-Possession of a controlled substance for sale, and PC21310-Carry a dirk/dagger.
