Rialto Man Arrested for Petty Theft with Two Prior Convictions

DATE/TIME: February 7, 2026, at 11:56 a.m.

INCIDENT: PC 666.1(a)(1) - Petty Theft with Two Prior Convictions

LOCATION: 12200 block of Foothill Boulevard, Rancho Cucamonga

SUSPECT(S): Joshua Michael Street, 38-year-old, Resident of Rialto

VICTIM: Local Business

SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Saturday, February 7, 2026, at about 11:56 a.m., deputies responded to a theft in progress call located near the 12000 block of Foothill Boulevard. The suspect, later identified as Joshua Street, entered the business and caused a disturbance inside, which caught the attention of employees. Street grabbed a probiotic drink and removed it from its enclosed packaging. Street passed all points of sale, exited with the unpaid item, and was subsequently detained by deputies outside of the business.

During the detainment, suspected methamphetamine was found in Street’s possession. The probiotic drink was recovered and returned to the store. The drink was valued at approximately $14.00. Street was found to have prior theft convictions.

Street was placed under arrest and booked into West Valley Detention Center for PC 666.1(a)(1) – Petty Theft with Two Prior Convictions and HS 11377(a) – Possession of a Controlled Substance.
