Simi Valley, CA – February 11, 2026 – Friends of the Simi Valley Police Explorers 2910 today announced that applications are now open for the 2026 Russ McClellan Memorial Scholarship, established to honor the life and legacy of longtime volunteer and community leader Russ McClellan. The scholarship will support students who demonstrate integrity, leadership, and compassion — the values Russ lived every day.

Each scholarship will be awarded in the amount of $1,000.00.
Honoring the Legacy of Russ McClellan
Since 2013, Russ McClellan devoted more than 4,700 volunteer hours to the Simi Valley Police Department. He played a key role in the Police Explorer Post, Citizens on Patrol, and multiple department initiatives. Russ coined the phrase “stay alert, stay safe” for the department’s crime prevention program and was recognized as Volunteer of the Year in both 2019 and 2020.
Professionally, Russ was an experienced executive in marketing and communications, with more than 25 years of experience across healthcare, consumer products, and nonprofit organizations. In 2005, he founded Argonaut Consulting Group, providing strategic marketing services to a wide range of clients.
In addition, Russ spent over 20 years teaching at the undergraduate and graduate levels, mentoring students, and sharing his expertise in marketing, communications, and leadership. His commitment to service, education, and mentorship influenced countless lives in Simi Valley and beyond.
The Russ McClellan Memorial Scholarship is designed to carry on his legacy by supporting students who embody his core principles of service, leadership, and community involvement.

The Russ McClellan Memorial Scholarship will provide financial assistance to students who reflect Russ’ values of integrity, leadership, and compassion.
