Water expected back on at 6pm in ward 2 and 3. May take longer to fill system. BOIL ORDER 24 HOURS 
I have just been updated by the "boys in the ditch (including the Mayor, he is on-site too)" for parts of Ward 2 and 3, having no water for a portion of the day. On the bright side - this is a side effect of your city growing and gaining water and sewer access to a new commercial area expected to host various upcoming commercial expectations for the city in the near future. But that is the future. What about now?
The report from the ditch is water is expected to be fully restored by 6pm (within the hour and that was at 5pm). Note, it may still take a little bit (past 6pm) for the water to fill the system. So open a tap to let the air out and it might get to ya a little quicker. It will spit a bit, but water will flow normally once the infrastructure is refilled after being shut down. This may take slightly over an hour from not to complete.
Long of short and most importantly, BOIL ORDER FOR 24 HOURS. To grow the system, we have to open the system. This is an open abundance of caution, but PLEASE side on caution.
