Dakota Dunes Blvd Speed Limit & Golf Cart Regulations
After reviewing available options and recent legislative outcomes, the Dakota Dunes CID and Union County Sheriff’s Office would like to inform all residents that the speed limit on Dakota Dunes Boulevard will remain 35 mph. As a result, golf carts will not be allowed to operate on Dakota Dunes Blvd or on any roadway posted higher than 25 mph.

Attached is a map for showing streets and paths where golf cart use is allowed. 

Golf Cart Operation Requirements
Under South Dakota Codified Law 32‑14‑15 and its subsections, golf carts may only operate on roadways with posted speed limits of 25 mph or lower, except when crossing a higher‑speed roadway.
Golf carts may cross Dakota Dunes Blvd. Examples include the following:

  • Levee Trail → Bison Trail
  • Meadows Blvd → Prairie Blvd
  • West Pinehurst → East Pinehurst
Drivers must come to a complete stop and yield to all traffic before crossing.

Please refer to the attached Union County Ordinance No. 2025‑002, which aligns with state statute and does not exceed state statute.

Reminders
Golf Cart Registration
  • 2026 golf cart stickers are available at the Dakota Dunes CID office.
  • Cost: $35 (cash or check payable to Union County Treasurer).
  • New registrations require the year, make, serial number, and color of the cart.
Who Can Drive a Golf Cart?
A person operating a golf cart must hold a valid driver’s license or restricted permit.

Children may not operate golf carts.

The CID has received multiple complaints of minors driving golf carts and several reports of near‑miss accidents.
 
Golf Course Trail Usage
Residents using golf carts to travel to:
  • Dakota Dunes Country Club, or Two Rivers Golf Course via the Prairie Park → Big Sioux Levee trail system must:
    • Use caution
    • Slow down for pedestrians
    • Travel at safe speeds
    • Ensure the golf cart is properly permitted
No other motorized vehicles are allowed on these trails.

Background on the Speed Limit Review
Several steps were taken over the past year to evaluate whether the Dakota Dunes Blvd speed limit should be reduced to 25 mph to allow golf cart use:
  • Note: Adding a dedicated golf cart lane would require lowering the speed limit.
  • The CID Board previously approved lowering the speed limit south of Sioux Point Road from 35 mph to 25 mph.
  • The Union County Commissioners held a first reading on October 14, 2025, but postponed additional action multiple times.
  • The CID reviewed the issue at its December 15, 2025 meeting and postponed further consideration until after the 2026 South Dakota Legislative Session.
  • On December 23, 2025 the Union County Commissioners made a motion to not adopt the ordinance to change the Dakota Dunes speed limit due to the CID board considering a different direction.
  • On January 20, 2026, an update was provided on HB 1009, which would have allowed golf carts on 35‑mph roadways. The bill failed in the legislative session.
  • On January 20, 2026, a proposal for an additional golf cart path connecting the Meadows to the West Country Club was reviewed and tabled to be further considered at the next meeting February 17, 2026. 
  • On February 17, 2026, the proposal for an additional golf cart path connecting the Meadows to the West Country Club was reviewed but was not approved.

 
Final Result
With the legislative proposal defeated and local review completed:
  • Dakota Dunes Blvd will remain 35 mph, and
  • Golf carts will continue to be prohibited from operating on Dakota Dunes Blvd except crossing.
