Narrative:
 
In January 2026, detectives from the Thousand Oaks Directed Enforcement Unit initiated a criminal investigation into Judith Woods. During the investigation, detectives learned Woods was supplying narcotics to residents of Thousand Oaks and was identified as a source of supply for other narcotic traffickers operating in the area. Based on the investigation, detectives obtained a search warrant for Woods, her vehicles, and residence.
 
On February 19, 2026, detectives from the Thousand Oaks Directed Enforcement Unit contacted and detained Woods. With assistance from the Thousand Oaks’ Special Enforcement Unit, the Simi Valley Police Department’s Special Enforcement Unit, the Ventura County Fentanyl and Overdose Crime Unit, and Ventura County Sheriff’s Office K-9 Unit, detectives executed the search warrant. As a result, detectives located over one ounce of methamphetamine, more than $26,000 in cash, and narcotics-related sales indicia, confirming Woods’ involvement in the sales and distribution of controlled substances.
 
Woods was arrested for possession of a controlled substance for sale. She was booked at the Ventura County Pre-Trial Detention Facility and remains in custody with bail set at $500,000.
 
Narcotics dealers pose a significant danger to the community by distributing highly addictive and dangerous substances and contributing to crime and exploitation. The Ventura County Sheriff’s Office remains committed to identifying and arresting individuals involved in the sale and distribution of illegal narcotics, removing dangerous drugs from the community, and protecting residents from those who profit from addiction.
 
The Thousand Oaks Directed Enforcement Unit consists of eight detectives dedicated to proactively investigating illegal activity in the city of Thousand Oaks.
