Deputies Recover Stolen Fencing Panels, Suspect Arrested After Traffic Stop in Victorville

LOCATION: 14000 block of Bear Valley Road, Victorville
SUSPECT(S): Christopher Lynall, 39-year-old, Resident of Victorville
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:
On Saturday, February 21, 2026, at approximately 4:43 a.m., deputies from the Victorville Police Department responded to the 14000 block of Bear Valley Road for a report of stolen property. Video surveillance footage showed two unidentified male subjects loading 23 panels of temporary fencing into a U-Haul truck and leaving the location.
At approximately 9:33 a.m., Deputy Whitcomb located the suspect vehicle traveling on Palmdale Road. A traffic stop was conducted, and the driver was detained without incident. During the investigation, deputies located six stolen fencing panels inside the vehicle.
Deputy Whitcomb subsequently authored a search warrant for Lynall’s residence. During the search, deputies located additional stolen fencing panels connected to the investigation, as well as suspected narcotics.
Christopher Lynall was arrested and booked at the High Desert Detention Center in Adelanto for, PC 487 – Grand Theft and PC 666(A) – Petty theft with a prior conviction.
