Arrests Made on Multiple Investigations

The Rohnert Park Department of Public Safety (RPDPS) conducted three separate warrant service operations this week, resulting in three arrests across unrelated investigations involving sexual assault and child exploitation offenses.


Case #24-0001019 – Sexual Assault Investigation

On February 23, 2026, at approximately 7:00 a.m., RPDPS Detectives and Officers conducted a warrant service operation in Rohnert Park. The operation resulted in the arrest of a 61-year-old male following a thorough sexual assault investigation.
The individual was arrested on the following California Penal Code charges:
  • Penal Code § 220(a)(1) – Assault with Intent to Commit a Felony (2 counts)
  • Penal Code § 289(e) – Sexual Penetration of an Intoxicated Person
  • Penal Code § 236 – False Imprisonment (2 counts)
  • Penal Code § 664/287(i) – Attempted Oral Copulation of an Intoxicated Person
At this time, the identity of the suspect is not being released in order to protect the integrity of the judicial process and safeguard the privacy of the victim.
RPDPS takes allegations of sexual assault seriously and remains committed to transparency and accountability. Additional information will be released when appropriate and in accordance with legal standards and court procedures.

Case #25-0002292 – Child Sexual Abuse Material Investigation

In August 2025, RPDPS received a CyberTip from the National Center for Missing and Exploited Children (NCMEC), referred through the Silicon Valley Internet Crimes Against Children Task Force (SVICAC). The CyberTip provided RPDPS information that the initial offense occurred in Rohnert Park.
On February 24, 2026, at approximately 7:00 a.m., RPDPS Detectives and Officers conducted a warrant service operation in South Santa Rosa. As a result of the investigation, 25-year-old Gabriel Santos Pablo Roman was arrested on the following charges:
  • Penal Code § 311.11 – Possession of Child Sexual Abuse Material
  • Penal Code § 311.2(a) – Distribution of Child Sexual Abuse Material
  • Penal Code § 288.2(a)(2) – Sending/Showing Harmful Matter to Seduce a Minor

Case #25-0002291 – Child Sexual Abuse Material Investigation

Also, in August 2025, RPDPS received a CyberTip from NCMEC, referred through SVICAC. The CyberTip provided RPDPS information that the initial offense occurred in Rohnert Park.
On February 25, 2026, at approximately 7:00 a.m., Detectives and Officers conducted a warrant service operation on the campus of Sonoma State University. The operation resulted in the arrest of 22-year-old Owen Conrad Isenberg.
Isenberg was arrested on the following charges:
  • Penal Code § 311.11 – Possession of Child Sexual Abuse Material
  • Penal Code § 311.2(a) – Distribution of Child Sexual Abuse Material
  • Penal Code § 311.4 – Distribution of Child Sexual Abuse Material to a Minor
  • Penal Code § 288.2(a)(2) – Sending/Showing Harmful Matter to Seduce a Minor

It is recognized as one of the nation’s leading child protection organizations, providing critical resources to law enforcement agencies nationwide.
The Rohnert Park Department of Public Safety remains unwavering in its commitment to protecting children and holding offenders accountable. RPDPS will continue to aggressively pursue individuals who exploit children and will work collaboratively with its partners to ensure the safety of the community.
