Deputies in Needles Make Multiple Arrests the Week of February 23, 2026, thru March 1, 2026,

Between February 23, 2026, and March 1, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


KURTIS LEE, 60 Years Old, Resident of Needles, CA
On Monday, February 23, 2026, at approximately 11:55 a.m., deputies contacted KURTIS LEE during a traffic enforcement stop near Puru Street and Desoto Street.  During the stop, Lee was found to have an outstanding warrant for CVC12500(A)-Driving Without a License.  LEE was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JOHN JACKMAN, 65 Years Old, Resident of Needles, CA
On Monday, February 23, 2026, at approximately 12:54 p.m., deputies contacted JOHN JACKMAN during a traffic enforcement stop near 3rd Street and H Street.  During the stop, JACKMAN was found to be in violation of CVC12500(A)-Driving Without a License and was also found to have an outstanding warrant for CVC14601(A)-Driving on a Suspended License-Reckless.  JACKMAN was subsequently arrested and transported to the Colorado River Station jail for booking.  JACKMAN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

TORY MARTIN, 46 Years Old, Resident of Needles, CA
On Tuesday, February 24, 2026, at approximately 1:20 a.m., deputies contacted TORY MARTIN during a follow up investigation near H St and Broadway St reference a burglary that occurred near the 600 block of Cibola Street.  During the investigation, MARTIN was found to be in violation of PC459(1st)-Burglary 1st Degree.  MARTIN was subsequently arrested and transported to the Colorado River Station jail for booking.  MARTIN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $60,000.00, awaiting a court hearing. 

LAWRENCE SANTANA, 62 Years Old, Resident of Needles, CA
On Wednesday, February 25, 2026, at approximately 10:14 a.m., officers from San Bernardino County Probation and deputies contacted LAWRENCE SANTANA during a probation check.  During the investigation, SANTANA was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm and PC 1203.2(A)(1)-Violation of Probation.  SANTANA was subsequently arrested and transported to the Colorado River Station jail for booking.  SANTANA remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

NICHOLAS ELLIOTT, 55 Years Old, Resident of Lake Havasu City, AZ
On Thursday, February 26, 2026, at approximately 12:39 a.m., deputies contacted NICHOLAS ELLIOTT during a traffic enforcement stop near W Broadway St and L St.  During the stop, ELLIOTT was found to have an outstanding felony warrant for his arrest out of San Luis Obispo for PC487-Grand Theft and PC1203.2-Violation of Probation.  ELLIOTT was subsequently arrested and transported to the Colorado River Station jail for booking.  ELLIOTT remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting extradition.

ERIC HASSELBROCK, 35 Years Old, Resident of Bullhead City, AZ
On Thursday, February 26, 2026, at approximately 9:49 a.m., deputies contacted ERIC HASSELBROCK near the 800 block of Front Street.  During the stop, HASSELBROCK was found to be in violation of CVC21651(B)-Wrong Way Driver and CVC23103 Reckless Driving.  HASSELBROCK was subsequently arrested and transported to the Colorado River Station for booking.  HASSELBROCK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.  

JOSEPH VASQUEZ, 32 Years Old, Resident of Needles, CA
On Thursday, February 26, 2026, at approximately 9:49 a.m., deputies contacted JOSEPH VASQUEZ during a call for service reference a person waving a bat.  During the investigation, JOSEPH VASQUEZ was found to be in violation of PC647(F)-Disorderly Conduct Public Intoxication and PC148(A)(1)-Obstructing/Resisting Officer.  JOSEPH VASQUEZ was subsequently arrested and transported to the Colorado River Station for booking.  VASQUEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

GUADALUPE LOZANO, 36 Years Old, Resident of Needles, CA
On Friday, February 27, 2026, at approximately 8:47 p.m., deputies contacted GUADALUPE LOZANO during a traffic enforcement stop near I Street and 3rd Street.  During the stop, LOZANO was found to be in violation of CVC12500(A)-Driving Without a License.  LOZANO was subsequently arrested, issued a citation, and released at the scene with a future court date. 

MARK FRANCO, 48 Years Old, Resident of Needles, CA
On Friday, February 27, 2026, at approximately 8:47 p.m., deputies contacted MARK FRANCO during a traffic enforcement stop near I Street and 3rd Street.  During the stop, FRANCO was found to have an outstanding warrant for his arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  FRANCO was subsequently arrested, issued a citation, and released at the scene with a future court date. 

RACHEL REYES, 45 Years Old, Resident of Needles, CA
On Friday, February 27, 2026, at approximately 8:47 p.m., deputies contacted RACHEL REYES during a traffic enforcement stop near I Street and 3rd Street.  During the stop, REYES was found to have an outstanding warrant for her arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  REYES was subsequently arrested, issued a citation, and released at the scene with a future court date. 

DEWAYNE HALEY, 52 Years Old, Resident of Needles, CA
On Friday, February 27, 2026, at approximately 9:55 p.m., deputies contacted DEWAYNE HALEY during a bicycle stop near Front Street and I Street.  During the stop, HALEY was found to be in violation of H&S11550(A)-Under the Influence of a Controlled Substance.  HALEY was subsequently arrested, issued a citation, and released at a local hospital with a future court date. 

CRUSITA ALIRES, 36 Years Old, Resident of Needles, CA
On Friday, February 27, 2026, at approximately 11:11 p.m., deputies contacted CRUSITA ALIRES during a traffic enforcement stop near W Broadway Street and D Street.  During the stop, ALIRES was found to have an outstanding warrant for her arrest for a public ordinance violation.  ALIRES was subsequently arrested, issued a citation, and released at the scene with a future court date. 

HARLEY CADEZ, 49 Years Old, Resident of Needles, CA
On Saturday, February 28, 2026, at approximately 8:32 a.m., deputies contacted HARLEY CADEZ during a pedestrian stop near G Street and Colorado Ct.  During the stop, CADEZ was found to have an outstanding warrant for his arrest for PC484-Petty Theft.  CADEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  CADEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ANTHONY GONZALEZ, 25 Years Old, Resident of Needles, CA
On Saturday, February 28, 2026, at approximately 12:51 p.m., deputies contacted ANTHONY GONZALEZ during a traffic enforcement stop near W Broadway St and Market St.  During the stop, GONZALEZ was found to be in violation of CVC23152(F)-Driving Under the Influence of Drugs.  GONZALEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  GONZALEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

RICK BAILEY, 37 Years Old, Resident of Victorville, CA
On Saturday, February 28, 2026, at approximately 11:30 p.m., deputies contacted RICK BAILEY during a traffic enforcement stop near Needles Hwy and Q Street.  During the stop, BAILEY was found to have an outstanding warrant for his arrest for CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  BAILEY was subsequently arrested and transported to the Colorado River Station jail for booking.  BAILEY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $75000.00, awaiting a court hearing. 


GABRIEL RUSSELL, 36 Years Old, Resident of Mohave Valley, AZ
On Saturday, February 28, 2026, at approximately 11:30 p.m., deputies contacted GABRIEL RUSSELL during a traffic enforcement stop near Needles Hwy and Q Street.  During the stop, RUSSELL was found to have an outstanding warrant for his arrest for PC32-Accessory After the Fact.  RUSSELL was subsequently arrested and transported to the Colorado River Station jail for booking.  RUSSELL remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

ANDRE CHAVEZ, 22 Years Old, Resident of Needles, CA
On Sunday, March 1, 2026, at approximately 12:01 a.m., deputies contacted ANDRE CHAVEZ during a call for service reference a traffic accident.  During the investigation, CHAVEZ was found to be in violation of CVC10851(A) Vehicle Theft, CVC20002(A)- Hit and Run with Property Damage, CVC23152(F)-Driving Under the Influence of Drugs, and PC3056-Violation of Parole.  CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  CHAVEZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

MICHAEL JEWELL, 53 Years Old, Resident of Needles, CA
On Sunday, March 1, 2026, at approximately 2:14 p.m., deputies contacted MICHAEL JEWELL during a traffic enforcement stop near 3rd Street and F Street.  During the stop, JEWELL was found to be in violation of CVC12500(A)-Driving Without a License.  JEWELL was subsequently arrested and transported to the Colorado River Station jail for booking.  JEWELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

STEVEN REID, 40 Years Old, Resident of Needles, CA
On Sunday, March 1, 2026, at approximately 3:00 p.m., deputies contacted STEVEN REID during a warrant service near the 1000 block of Lillyhill Dr.  During the service, REID was found to have an outstanding warrant for PC245(A)(2)-Assault with a Firearm on a Person.  REID was subsequently arrested and transported to the Colorado River Station jail for booking.  REID remains in the custody the San Bernardino County Sheriff’s Department with a bail amount of $80,000.00, awaiting a court hearing.

The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
