INCIDENT: Elder Abuse and Fraud Investigation

Earlier this morning, at approximately 6:00 a.m., Carson Sheriff's Station detectives served a search warrant to multiple residential locations related to unlicensed care home facilities. Investigators anticipated the likelihood of locating at-risk elderly individuals at these locations. They proactively established a partnership with Los Angeles County Fire Department, California Department of Justice, California Department of Social Services, Los Angeles County Adult and Protective Services, and the City of Carson.
Carson Sheriff's Station deputies were first alerted to the issue on February 24, 2026, when they responded to a call for service on the 200 block of West 234th Street, in the city of Carson. They discovered and rescued seven elderly patients who were malnourished and neglected.
Today, personnel rescued three additional elderly patients. Suspects Alicia Hogg, 72, and Gary Hogg, 80, were both arrested on charges of elder abuse and fraud.
“I want to personally thank all the personnel and partner agencies who worked diligently and quickly to locate the elderly patients,” said Carson Sheriff's Station Captain, Alise Norman. “Their professionalism and teamwork ensured each individual was safely treated, cared for, and transported to more appropriate locations where they could receive the attention they needed. Nothing is more important than protecting our most vulnerable members of our community, particularly our elderly.”
