Marin Boulevard and Bloomfield Street to remain closed for NJDEP construction

The New Jersey Department of Environmental Protection announced that Marin Boulevard on Hoboken’s southern border and Bloomfield Street between 14th Street and 15th Street will remain closed until the end of May for Rebuild by Design (RBD) construction.

The construction delays are primarily the result of underground utility conflicts that required utility relocation. This included upgrading and replacing a 16-inch deteriorating water main on Bloomfield Street.

The NJDEP also stated that maintaining the road closure on Marin Boulevard will allow additional work to be completed and  eliminate the need for crews to return in the future for a second extended road closure ultimately shortening the overall construction time.

Moving forward, the NJDEP has committed to more  comprehensive test pitting protocols prior to extended road closures to better identify utility conflicts in advance, and to extend work hours when feasible (with prior approval) to shorten the overall timeline.

The Rebuild by Design – Hudson River project aims to mitigate flooding caused by storm surge through the construction of a resist structure comprised of levees, berms, and floodgates. The resist structure will be integrated into the urban landscape, including within Harborside Park located in northeast Hoboken and through wayfinding signage, benches, and other urban amenities in southern Hoboken.

So far, the NJDEP has constructed approximately 90 percent of the resist structure in Harborside Park, installed 6 of the 27 flood gates, and completed about 50 percent of the resist structure.

As Marin Boulevard will remain closed, the City will continue drinking water infrastructure upgrades within the existing RBD work zone. The infrastructure improvements aim to better manage water pressure fluctuations to avoid future water main breaks through a partnership with Veolia. The work will not impact or extend the length of the Marin Boulevard closure.
