Arrests Made in the Week of March 2, 2026, thru March 8, 2026,

Between March 2, 2026, and March 8, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


HEATHER JEWELL, 51 Years Old, Resident of Needles, CA
On Monday, March 2, 2026, at approximately 1:16 p.m., deputies contacted HEATHER JEWELL during a traffic enforcement stop near Front St and K Street.  During the stop, JEWELL was found to be in violation of PC4532(B)(1)-Attempt Escape-Electronic Monitoring and PC1203.2(A)(1)-Violation of Probation.  JEWELL was subsequently arrested and transported to the Colorado River Station jail for booking.  JEWELL remains in the custody the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

LEEANNE BURNS, 45 Years Old, Resident of Needles, CA
On Wednesday, March 4, 2026, at approximately 9:56 a.m., deputies contacted LEEANNE BURNS during a warrant service near the 1900 block of Clary Drive. During the service, BURNS was found to have an outstanding warrant for PC647(F)-Disorderly Conduct-Public Intoxication.  BURNS was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JESSE SLOSSER, 31 Years Old, Resident of Needles, CA
On Wednesday, March 4, 2026, at approximately 5:28 p.m., deputies contacted JESSE SLOSSER during a call for service reference an unknown problem near the 1900 block of Erin Drive.  During the investigation, SLOSSER was found to be in violation of PC647(F)-Disorderly Conduct-Public Intoxication and PC148(A)(1)-Resisting Arrest.  SLOSSER was subsequently arrested and transported to the Colorado River Station jail for booking.  SLOSSER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ANDREW GRANA, 50 Years Old, Resident of Earp, CA
On Thursday, March 5, 2026, at approximately 11:58 a.m., deputies contacted ANDREW GRANA near Hwy 62 and mile marker 35 during an area check.  During the investigation, GRANA was found to have an out of county warrant for his arrest for PC459(1st)-Burglary 1st Degree out of Riverside County. GRANA was subsequently arrested and transported to the Colorado River Station jail for booking.  GRANA remains in the custody the San Bernardino County Sheriff’s Department on $5,000.00 bail, awaiting extradition.

HEATHER KELLY, 47 Years Old, Resident of Needles, CA
On Thursday, March 5, 2026, at approximately 1:52 p.m., deputies contacted HEATHER KELLY during a follow up investigation regarding at theft near the 1000 block of Lillyhill Dr.  During the investigation, KELLY was found to be in violation of PC488-Petty Theft.  KELLY was subsequently arrested and transported to the Colorado River Station jail for booking.  KELLY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

DEBORAH HERNANDEZ, 68 Years Old, Resident of Needles, CA
On Thursday, March 5, 2026, at approximately 7:03 p.m., deputies contacted DEBORAH HERNANDEZ during a traffic enforcement stop near K St and I40.  During the stop, HERNANDEZ was found to have an outstanding warrant for her arrest for H&S11364-Possession of Unlawful Drug Paraphernalia.  HERNANDEZ was subsequently arrested, issued a citation, and released at the scene with a future court date. 

LOUIS RENOVA, 50 Years Old, Resident of Needles, CA
On Saturday, March 7, 2026, at approximately 9:30 p.m., deputies contacted LOUIS RENOVA during a warrant service near the 1900 block of Erin Drive. During the service, RENOVA was found to have an outstanding warrant for H&S11377(A)-Possession of a Controlled Substance.  RENOVA was subsequently arrested and transported to the Colorado River Station jail for booking.  RENOVA remains in the custody the San Bernardino County Sheriff’s Department on $10,000.00 bail, awaiting a court hearing.

ADRIAN RENOVA, 46 Years Old, Resident of Needles, CA
On Sunday, March 8, 2026, at approximately 12:07 a.m., deputies contacted ADRIAN RENOVA during a warrant service near the 1900 block of Erin Drive. During the service, RENOVA was found to have an outstanding warrant for PC4573-Bring Controlled Substance in Jail.  RENOVA was subsequently arrested and transported to the Colorado River Station jail for booking.  RENOVA remains in the custody the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

DANIEL DRAKE, 44 Years Old, Resident of Needles, CA
On Sunday, March 8, 2026, at approximately 4:31 a.m., deputies contacted DANIEL DRAKE during a call for service near Needles Hwy and River Rat Rd. During the investigation, DRAKE was found to be in violation of PC22610(A)-Felon in Possession of a stun gun.  DRAKE was subsequently arrested and transported to the Colorado River Station jail.  DRAKE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ROBERT FRANKLIN, 33 Years Old, Resident of Riverside, CA
On Sunday, March 8, 2026, at approximately 4:36 p.m., California Highway Patrol officers contacted ROBERT FRANKLIN during a traffic enforcement stop near SR62 and mile marker 99.  During the stop, FRANKLIN was found to be in violation of CVC23152(A)-Driving Under the Influence and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  FRANKLIN was subsequently arrested and transported to the Colorado River Station jail for booking.  FRANKLIN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

LUTHER WYATT, 37 Years Old, Resident of Apple Valley, CA
On Sunday, March 8, 2026, at approximately 7:41 p.m., deputies contacted LUTHER WYATT during a traffic enforcement stop near North K St and Front St.  During the stop, WYATT was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  WYATT was subsequently arrested, issued a citation, and released at the scene with a future court date.


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
