A Journey to Recovery: How Outreach and Reentry Support Made the Difference

DATE/TIME: February 26, 2026,

INCIDENT: InnRoads Homeless Outreach

LOCATION: City of Upland / Rancho Cucamonga areas

SUMMARY: On October 26, 2023, Sarah Newberry first connected with the San Bernardino County Sheriff's Transitional Assistance Reentry Team (START) while incarcerated within the San Bernardino County Sheriff correctional system. The START team met with Sarah nine times to evaluate her needs, explore her reentry goals for community re-integration, and connect her with appropriate treatment options. Sarah agreed to participate and was transported to a treatment facility in Riverside, California. Regrettably, she struggled to maintain sobriety and later became homeless again.

On May 29, 2025, the West Valley - Innovative Remote Onsite Assistance Delivery (InnROADs) Homeless Outreach team encountered Sarah at Memorial Park in Upland. At the time, Sarah was experiencing homelessness and severe drug addiction; compounded by numerous arrests and hospitalizations. The InnROADs team provided ongoing and consistent support and follow-up throughout her challenges. Over the course of their engagement, they made approximately ten follow-up contacts, including helping her retrieve personal property from the Upland Police Department. On October 16, 2025, Sarah agreed to enter drug rehabilitation and was transported to Inland Valley Recovery Services (IVRS) in Upland for treatment.

Sarah successfully completed both the detoxification and rehabilitation phases of the program at IVRS. She now resides in sober living, has secured employment, and owns her own vehicle.

Sarah's story represents one of many successful interventions by the San Bernardino County Sheriff's Community Services and Reentry Division in collaboration with its county partners in supporting homeless individuals across the county.
