The San Leandro Police Department seeks your help in locating a missing person at risk. Kevontae Phelps was last seen walking away from his residence on Bancroft Avenue on Tuesday, March 10th, around 10:00 pm. Phelps was wearing a black hooded sweatshirt, gray sweatspants, and black velcro shoes. Phelps is diagnosed with bipolar disorder and schizophrenia.
