The victim in this incident has been identified as Antonio Ortiz.
Our preliminary investigation has determined that the victim was in the roadway outside of a crosswalk when he was struck by an oncoming vehicle – which remained at the scene.
This incident remains under investigation by the WPD Special Operations Division/Traffic Unit, and further details will be released when possible.

Wilmington Police are investigating a fatal motor vehicle collision involving a pedestrian that occurred at approximately 7:09 a.m. in the area of 4th and Jackson Streets.
Police located a 22-year-old male who was struck by a vehicle. The male was transported to the hospital in critical condition, and subsequently succumbed to his injuries.
The striking vehicle remained on scene.
