Needles Police Department Releases Arrests Made During March 9th through March 15th

Between March 9, 2026, and March 15, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


EMILIANO CASTILLO, 39 Years Old, Resident of Needles, CA
On Monday, March 9, 2026, at approximately 1:40 p.m., deputies contacted EMILIANO CASTILLO during a call for service reference an assault that just occurred near 3rd St and H St.  During the investigation, CASTILLO was found to be in violation of PC240-Assault on a Person, PC148(A)(1)-Obstruct/Resist Police Officer and PC3056-Violation of Parole.  CASTILLO was subsequently arrested and transported to the Colorado River Station jail for booking.  CASTILLO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

CHRISTOPHER TREVINO, 41 Years Old, Resident of Needles, CA
On Monday, March 9, 2026, at approximately 11:56 p.m., deputies contacted CHRISTOPHER TREVINO during a call for service reference a suspicious person near Race St and North K St.  During the investigation, TREVINO was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia.  TREVINO was subsequently arrested and transported to the Colorado River Station jail for booking.  TREVINO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

IAN FOYE, 34 Years Old, Resident of Needles, CA
On Tuesday, March 10, 2026, at approximately 3:14 a.m., deputies contacted IAN FOYE during a call for service reference a disturbance near the 3000 block of Needles Hwy.  During the investigation, FOYE was found to be in violation of PC415(1)-Fighting in a Public Place and PC415(3)-Using Offensive Words in a Public Place.  FOYE was subsequently arrested and transported to the Colorado River Station jail for booking.  FOYE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

MICHAEL KLASNA, 63 Years Old, Resident of Earp, CA
On Tuesday, March 10, 2026, at approximately 7:33 p.m., deputies contacted MICHAEL KLASNA during a traffic enforcement stop near Parker Dam Rd in Earp, CA.  During the stop, KLASNA was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol.  KLASNA was subsequently arrested and transported to the Colorado River Station jail for booking.  KLASNA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

KATHY PINKHAM, 65 Years Old, Resident of Needles, CA
On Wednesday, March 11, 2026, at approximately 6:30 p.m., deputies contacted KATHY PINKHAM during a call for service near the 3000 block of Needles Hwy.  During the investigation, PINKHAM was found to have an outstanding warrant for her arrest for PC647(F)-Disorderly Conduct-Public Intoxication.  PINKHAM was subsequently arrested and transported to the Colorado River Station jail for booking.  PINKHAM was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ZENA KORMES, 30 Years Old, Resident of Mohave Valley, AZ
On Thursday, March 12, 2026, at approximately 8:52 a.m., deputies contacted ZENA KORMES during a search warrant near the 1900 block of Race Street.  During the search warrant, KORMES was found to be in violation of H&S11365(A)-Visiting/Aiding/Abetting a Drug House.  KORMES was subsequently arrested and transported to the Colorado River Station jail for booking.  KORMES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ROCCO JACKSON, 38 Years Old, Resident of Needles, CA
On Thursday, March 12, 2026, at approximately 8:52 a.m., deputies contacted ROCCO JACKSON during a search warrant near the 1900 block of Race Street.  During the search warrant, JACKSON was found to be in violation of H&S11366(A)-Operating/Maintaining a Drug House.  JACKSON was subsequently arrested and transported to the Colorado River Station jail for booking.  JACKSON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

RICKFORD JACKSON, 39 Years Old, Resident of Needles, CA
On Thursday, March 12, 2026, at approximately 8:52 a.m., deputies contacted RICKFORD JACKSON during a search warrant near the 1900 block of Race Street.  During the search warrant, JACKSON was found to be in violation of H&S11366(A)-Operating/Maintaining a Drug House and PC21810-Possession of Brass Knuckles.  JACKSON was also found to have a felony warrant for his arrest for Post Release Community Supervision.  JACKSON was subsequently arrested and transported to the Colorado River Station jail for booking.  JACKSON remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing. 

JOHNATHON WILSON, 41 Years Old, Resident of Palm Springs, CA
On Thursday, March 12, 2026, at approximately 12:35 p.m., officers from the California Highway Patrol conducted a traffic enforcement stop on the SR62 near mile marker 26 in Earp, CA.  During the investigation, WILSON was found to be in violation of PC496D(A)-Possession of a Stolen Vehicle, and PC10851(A)-Grand Theft Auto.  WILSON was subsequently arrested and transported to the Colorado River Station jail for booking.  WILSON remains in the custody of the San Bernardino County Sheriff’s Department on $30,000.00 bail, awaiting a court hearing.

DESIREE AGUILERA, 34 Years Old, Resident of Needles, CA
On Friday, March 13, 2026, at approximately 9:10 a.m., deputies contacted DESIREE AGUILERA during a warrant service near the 700 block of Valley Ave in the City of Needles.  During the service, AGUILERA was found to have an active warrant for her arrest for CVC12500(A)-Driving Without a License.  AGUILERA was subsequently arrested, issued a citation, and released at the scene with a future court date.

DANIEL BAKER, 44 Years Old, Resident of Needles, CA
On Friday, March 13, 2026, at approximately 9:51 a.m., deputies contacted DANIEL BAKER during a warrant service near the 900 block of Sycamore Drive in the City of Needles.  During the service, BAKER was found to have three active warrants for his arrest for PC647(F)- Disorderly Conduct-Public Intoxication and one for PC496-Receiving Known Stolen Property.  BAKER was subsequently arrested, issued a citation, and released at the scene with a future court date.

DENNIS BRAGER, 69 Years Old, Resident of Vidal, CA
On Friday, March 13, 2026, at approximately 9:45 p.m., deputies contacted DENNIS BRAGER during a follow up call for service reference utility theft near the 300 block of Main Street in Vidal.  During the investigation, BRAGER was found to be in violation of PC498(A)(1)-Theft of Utilities.  BRAGER was subsequently arrested, issued a citation and released at the scene with a future court date. 

JESSE OCHOA, 37 Years Old, Resident of Bullhead City, AZ
On Saturday, March 14, 2026, at approximately 10:33 a.m., deputies contacted JESSE OCHOA during a traffic enforcement stop near North K Street and Race Street in Needles.  During the stop, OCHOA was found to have two outstanding warrants for his arrest for CVC23152(A)-DUI, CVC23152(B)-DUI with Blood Alcohol Content over .08%, CVC23152(G)-DUI Alcohol and Drugs and CVC12500(A)-Driving Without a License.  OCHOA was subsequently arrested and transported to the Colorado River Station jail for booking.  OCHOA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ALBERTO LUCAS, 26 Years Old, Resident of Las Vegas, NV
On Saturday, March 14, 2026, at approximately 4:15 p.m., marine enforcement deputies contacted ALBERTO LUCAS during a boat stop near Thompson Bay on the Colorado River. During the stop, LUCAS was found to be in violation of H&N655(B)-DUI Watercraft – Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  LUCAS was subsequently arrested and transported to the Colorado River Station for booking.  LUCAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 






ZANE POLSER, 19 Years Old, Resident of Azle, TX
On Saturday, March 14, 2026, at approximately 11:21 p.m., marine enforcement deputies contacted ZANE POLSER during a boating incident that occurred near Bass Point, just south of Emerald Cove on the Colorado River.  During the investigation, POLSER was found to be in violation of H&N655(B)-Reckless DUI Watercraft-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  POLSER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JIMMY COOPER, 41 Years Old, Resident of Needles, CA
On Saturday, March 14, 2026, at approximately 11:50 a.m., deputies contacted JIMMY COOPER during a call for service reference an assault near the 1000 block of Lillyhill Dr in the City of Needles.  During the investigation, COOPER was found to be in violation of PC243(E)(1) – Domestic Battery.  COOPER was subsequently arrested and transported to the Colorado River Station jail for booking.  During the booking process, COOPER requested medical attention and was taken to a nearby hospital for treatment.  While at the hospital, COOPER was issued a citation for the violation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ISAIAH CASIOCE, 21 Years Old, Resident of Yucaipa, CA
On Saturday, March 14, 2026, at approximately 10:11 p.m., deputies contacted ISAIAH CASIOCE during a traffic enforcement stop near North K Street and BNSF Rd in the City of Needles.  During the stop, CASIOCE was found to be in violation of CVC14601.1(A)-Driving on a Suspended License.  CASIOCE was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JOHN DURANT, 27 Years Old, Resident of Bullhead City, AZ
On Sunday, March 15, 2026, at approximately 12:09 a.m., deputies contacted JOHN DURANT during a traffic enforcement stop near North K Street and Front Street in the City of Needles.  During the stop, DURANT was found to have an outstanding warrant for his arrest for PC25850(A)-Carrying a Loaded Firearm.  DURANT was subsequently arrested, issued a citation, and released at the scene with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
