Five Separate DUI Arrests in Less Than 24 Hours

The Petaluma Police Department made multiple DUI arrests during St. Patrick’s Day enforcement efforts on March 17–18, 2026, including one involving a collision at a roundabout. The following incidents occurred in less than a 24-hour window:
 
On March 17, 2026, at approximately 7:59 PM, officers conducted a traffic stop after observing an illegal U-turn. The driver, Steven Muschietty (56, Fairfield), admitted to actively consuming alcohol in his vehicle. He displayed objective signs of alcohol intoxication and performed poorly on field sobriety tests. Muschietty was booked into the county jail.
 
That same evening, Trey Tucker (35, Georgia) was stopped for a vehicle code violation and was subsequently arrested for DUI after showing signs of impairment.
 
Officers also responded to a report regarding a suspected intoxicated driver. The vehicle was located, and Cendy Ochoa-Herrera (31) was stopped and arrested for DUI. Ochoa-Herrera was driving with a BAC of over double the legal limit and was booked into the county jail.
 
Later, Plamen Koev (53, Woodside) was stopped for a vehicle code violation and displayed objective signs and symptoms of alcohol intoxication. Koev was subsequently booked into the county jail.
 
On March 18, 2026, Chandy Him (40, Petaluma) was involved in a collision after striking a roundabout, shearing off her vehicle’s oil pan. Officers followed the resulting oil trail, which led them to her location at Mr. Mom’s. Him was arrested for DUI and was also found to be on felony probation. She was booked into the county jail.
 
The Petaluma Police Department remains committed to proactive enforcement and public safety as DUI drivers pose a significant risk to themselves and others. We encourage community members to report suspected impaired drivers by calling 911.
 
We would also like to remind our community to utilize a rideshare service, taxi, or designate a sober driver if consuming alcohol. Driving under the influence puts everyone at risk.
