San Mateo, CA – On March 26, 2026, at approximately 9:51 p.m., a San Mateo police officer conducted a traffic stop for a suspended registration violation in the area of S. Norfolk Street and Fashion Island Boulevard. The vehicle was occupied by two adult males, identified as Alvaro Ramos (driver) and Luis Luque.
During the detention, officers observed suspected methamphetamine in plain view inside the vehicle. A probable cause search was conducted, during which officers located additional narcotics, ammunition, a driver’s license and credit cards belonging to another individual, and drug paraphernalia. Both Ramos and Luque had prior drug possession offenses, and Ramos was also determined to be a convicted felon.
Ramos was ultimately arrested for forging or altering vehicle registration, being a prohibited person in possession of ammunition, possession of a controlled substance with two or more prior convictions, possession of unlawful paraphernalia, driving on a suspended license, and misappropriation of property. Luque was arrested for possession of a controlled substance with two or more prior convictions, possession of unlawful paraphernalia, and possession of a controlled substance.
Both Ramos and Luque were transported to the San Mateo County Jail, where they were booked on their charges.
