Two Subjects Arrested During Traffic Stop in Needles



DATE/TIME:  Saturday, March 28, 2026, at approximately 12:50 a.m.

INCIDENT: PC 148(A)(1)- Obstructing/Resisting a Police Officer
H&S 11364 - Possession of Unlawful Drug Paraphernalia
PC 22210 - Possession of Unlawful Leaded Cane
PC 30305(A)(1) - Felon in Possession of Unlawful Ammunition
PC 3056 - Violation of Parole 

LOCATION: J Street and Hospitality Lane,  Needles, CA

SUSPECT(S): KATIE MOORE ROBERTSON, 43 Years Old, Resident of Bullhead City, AZ
                        ROBERT CLELAND,  42 Years Old, Resident of Needles. CA

VICTIM(S): State of California


SUMMARY: On Saturday, March 28, 2026, at approximately 12:50 a.m., deputies from the Colorado River Station / Needles Police Department conducted a traffic enforcement stop near J Street and Hospitality Lane for vehicle code violations.

During the investigation, deputies determined the vehicle was not in compliance with registration requirements and was subject to tow.  The driver, Katie Moore Robertson was taken into custody for PC 148(A)(1)- Obstructing/Resisting a Police Officer and H&S 11364(A)- Possession of Unlawful Drug Paraphernalia.

The passenger, Robert Cleland refused to identify himself and declined lawful orders to exit the vehicle.  He was subsequently detained and found to be on active parole.

A search of the vehicle resulted in the discovery of an unlawful leaded cane that was readily accessible to the occupants.

Following the arrest, deputies conducted a parole compliance check at Cleland's residence where drug paraphernalia and ammunition were located.  Cleland is a felon and is prohibited from possessing ammunition.

Both Moore and Cleland were  transported to the Colorado River Station jail for booking on the above-mentioned charges. Cleland remains in the custody of the San Bernardino County Sheriff's Department, with no bail, awaiting a court hearing while Moore was issued a citation and released with a future court date.
