Narrative: 
On April 2, 2026, at approximately 5:58 p.m., deputies responded to the 5200 block of Mission Oaks Boulevard regarding a domestic disturbance in progress. Deputies quickly arrived and contacted both the female victim and the suspect.
 
The victim reported that she was being followed and stalked by a known associate, later identified as Philips. The investigation revealed that Philips used his vehicle to block the victim’s vehicle in the parking lot, preventing her from safely leaving the area. She was able to escape by running into a neighboring business before deputies arrived to assist.
 
During the investigation, deputies located a tracking device attached to the underside of the victim’s vehicle. A subsequent search of Philips’ vehicle uncovered a loaded firearm and additional evidence linking him to the crimes. Philips was also determined to be a prohibited person preventing him from possessing a firearm or ammunition. 
 
Philips was booked into the Ventura County Main Jail on the following charges:
 
  • Penal Code 236 – False Imprisonment
  • Penal Code 637.7(a) – Unlawful Use of a Tracking Device
  • Penal Code 27545 – Unlawful Transfer of a Firearm
  • Penal Code 25850 – Carrying a Loaded Firearm
  • Penal Code 29800(a)(1) – Felon in Possession of a Firearm
  • Penal Code 30305(a)(1) – Felon in Possession of Ammunition
Philips remains in custody with $500,000 bail. The incident remains under investigation.
