Needles Police Department Releases Arrests Made During April 6, through April 12, 2026
Between April 6, 2026, and April 12, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction
of the Colorado River Sheriff’s Station:
AARON SCROGGINS, 26 Years Old, Resident of Bullhead City, AZ
On Monday, April 6, 2026, at approximately 1:28 a.m., deputies contacted AARON SCROGGINS during a traffic enforcement stop near North K Street and Needles Hwy. During the stop, SCROGGINS was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. SCROGGINS was subsequently arrested and transported to the Colorado River Station jail for booking. SCROGGINS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
SANDRA GUZMAN, 28 Years Old, Resident of Big River, CA
On Monday, April 6, 2026, at approximately 9:54 a.m., deputies contacted SANDRA GUZMAN during a traffic enforcement stop near Rio Vista and Capistrano in Big River. During the stop, GUZMAN was found to be in violation of CVC14601.1(A)-Driving with a Suspended License. GUZMAN was subsequently arrested, issued a citation, and
released at the scene with a future court date.
EDDY GARRISON, 22 Years Old, Resident of Parker, AZ On Monday, April 6, 2026, at approximately 9:57 p.m., deputies contacted EDDY GARRISON during a call for service near the 151000 block of Rio Vista Drive in Earp. During the investigation, GARRISON was found to be in violation of PC211-Robbery and PC422(A)-Criminal Threats. GARRISON was subsequently arrested and transported to the Colorado River Station jail for booking. GARRISON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
ANTHONY ESPOSITO, 29 Years Old, Resident of Mohave Valley, AZ
On Monday, April 6, 2026, at approximately 10:37 p.m., deputies contacted ANTHONY ESPOSITO during traffic enforcement stop near North K St and Smokestack St in Needles. During the investigation, ESPOSITO was found to be in violation of PC487(A)-Grand Theft and PC666.1(A)(1)-Petty Theft with Priors. ESPOSITO was subsequently
arrested and transported to the Colorado River Station jail for booking. ESPOSITO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $200,000.00, awaiting a court hearing.
DYLAN ELIKEN, 36 Years Old, Resident of Monrovia, CA On Tuesday, April 7, 2026, at approximately 9:45 a.m., deputies contacted DYLAN ELIKEN during a call for service near the 3000 block of Needles Hwy reference a trespassing. During the investigation, EILIKEN was found to be in violation of PC602.5-Entering a Non-Commercial Dwelling. ELIKEN was subsequently arrested and transpo rted to the Colorado River Station jail for booking. ELIKEN was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
EVA LANESSKOG, 27 Years Old, Resident of Monrovia, CA On Tuesday, April 7, 2026, at approximately 9:45 a.m., deputies contacted EVA LANESSKOG during a call for service near the 3000 block of Needles Hwy reference a trespassing. During the investigation, LANESSKOG was found to be in violation of PC602.5-Entering a Non-Commercial Dwelling. LANESSKOG was subsequently arrested, issued a citation and released at the scene with a future court date.
NUNZIATA CIACCIA, 45 Years Old, Resident of Needles, CA
On Wednesday, April 8, 2026, at approximately 2:00 p.m., deputies contacted NUNZIATA CIACCIA during a probation check near the 1000 block of Bailey Ave. During the investigation, CIACCIA was found to be in violation of PC368(D)(1)-Theft of an Elder Dependent over $950 and PC1203.2(A)(3)-Violation of Probation. CIACCIA was subsequently arrested and transported to the Colorado River Station jail for booking. CIACCIA remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
BRADFORD SCHAFFER, 48 Year old, Resident of Needles, CA
On Thursday, April 9, 2026, at about 9:16 a.m., deputies contacted BRADFORD SCHAFFER during a Follow-Up investigation near Acoma Street and La Mesa Way. During the investigation, SCHAFFER was found to have an outstanding misdemeanor warrant for CVC 12500(A)- Driving without a License. SCHAFFER was subsequently arrested, issued a citation, and released at the scene with a future court date.
TOD OLSEN, 67 Year Old, Resident of Parker, AZ On Thursday, April 9, 2026, at about 09:42 a.m., deputies contacted TOD OLSEN during a Warrant Service near the 150200 block of Blackfoot Trails. During the service, OLSEN was found to have an outstanding misdemeanor warrant for PC 415(2)- Disturbance. OLSEN was subsequently arrested, issued a citation, and released at the scene with a
future court date.
ROLAND RANKIN, 66 Year Old, Resident of Needles, Ca
On Thursday, April 9, 2026, at about 1425 p.m., deputies contacted ROLAND RANKIN during a Search Warrant near the 300 block of W Broadway Street. RANKIN was found to be in violation of HS 11366- Operation of Drug House and had a misdemeanor warrant for HS 11377(A)- Possession of Controlled Substance. RANKIN was subsequently arrested, issued a citation, and released at the scene with a future court date.
JOHN CROW, 64 Year Old, Resident of Needles, CA On Friday, April 13, 2026, at about 11:08 a.m., deputies contacted JOHN CROW during a call for service near the 1600 block of Flip Mendez Parkway. During the investigation, CROW was found to be in violation of PC 647(F)- Drunk in Public. CROW was subsequently arrested and transported to the Colorado River Station jail for booking. CROW was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOSHUA SHANNON, 39 Year Old, Resident of Mohave Valley, AZ
On Friday, April 10, 2026, at about 20:52 p.m., deputies contacted JOSHUA SHANNON during a traffic enforcement stop near Needles Highway and I40 Freeway. During the stop, SHANNON was found to be in violation of HS 11370.1-Possession of Drugs with a Firearm. SHANNON was subsequently arrested and transported to the Colorado River Station jail for booking. SHANNON remains in the custody of the San Bernardino County Sheriff’s Department with a
bail amount of $40,000.00, awaiting a court hearing.
KAMALJIT SINGH, 38 Year Old, Resident of Fair Oaks, CA
On Saturday, April 11, 2026, at about 19:57 p.m., deputies contacted KAMALJIT SINGH during a traffic enforcement stop near 95 Highway and 5 Mile Road. During the stop, SINGH was found to be in violation of CVC23103(A)-Reckless Driving. SINGH was subsequently arrested, issued a citation, and released at the scene with a future court date.
RUBEN TORRES/CONTRERA, 31 Year Old, Resident of Fontana, CA
On Saturday, April 12, 2026, at about 23:28 p.m., deputies contacted RUBEN TORRES during a traffic enforcement stop near Needles Highway and West Broadway Street. During the investigation, TORRES was found in violation of PC 664/459- Attempt Burglary and PC 182(A)- Conspiracy. TORRES was subsequently arrested and transported to the Colorado River Station jail for booking. TORRES remains in the custody of the San Bernardino County Sheriff’s
Department with a bail amount of $150,000.00, awaiting a court hearing.
LIONEL LOPEZ/NUNEZ, 33 Year Old, Resident of Cloverdale, CA
On Saturday, April 12, 2026, at about 23:28 p.m., deputies contacted LIONEL LOPEZ during a traffic enforcement stop near Needles Highway and West Broadway Street. During the investigation, LOPEZ was found in violation of PC 664/459- Attempt Burglary and PC 182(A)- Conspiracy. LOPEZ was subsequently arrested and transported to the Colorado River Station jail for booking. LOPEZ remains in the custody of the San Bernardino County Sheriff’s
Department with a bail amount of $130,000.00, awaiting a court hearing.
RAMIRO ORTEGA/BETRAN, 35 Year Old, Resident of Fontana
On Saturday, April 12, 2026, at about 23:28 p.m., deputies contacted RAMIRO ORTEGEA during a traffic enforcement stop near Needles Highway and West Broadway Street. During the investigation, ORTEGA was found in violation of PC 664/459- Attempt Burglary and PC 182(A)- Conspiracy. ORTEGA was subsequently arrested and transported to the Colorado River Station jail for booking. ORTEGA remains in the custody of the San Bernardino County Sheriff’s
Department with a bail amount of $150,000.00, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, result ing in county jail
overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once
held in custody.
In 2014, the California voters passed Proposition 47, referred to as the Safe Neighb orhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
