Needles Police Department Releases Arrests Made During April 13, through April 19, 2026
Between April 13, 2026, and April 19, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
ANTHONY GARCIA, 46 Years Old, Resident of Needles, CA
On Monday, April 13, 2026, at approximately 11:30 p.m., deputies contacted ANTHONY GARCIA during a traffic enforcement stop near Market St and L Street. During the stop, GARCIA was found to have an outstanding warrant for his arrest for PC3455-Violation of Post Release Community Supervision. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
MISTY MEDRANO, 46 Years Old, Resident of Needles, CA
On Monday, April 13, 2026, at approximately 11:30 p.m., deputies contacted MISTY MEDRANO during a traffic enforcement stop near Market St and L Street. During the stop, MEDRANO was found be in violation of PC368(D)(1)-Theft from an Elder over $950.00, PC166(A)(4)-Contempt/Disobey Court Order, PC1203.2(A)(1)-Violation of Probation and PC166(C)(1)-Contempt/Violate Protection Order. MEDRANO was subsequently arrested and transported to the Colorado River Station jail for booking. MEDRANO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
DAVID UPTON, 46 Years Old, Resident of Needles, CA
On Tuesday, April 14, 2026, at approximately 1:18 p.m., deputies contacted DAVID UPTON during a follow up investigation near the 1000 block of Lillyhill Dr. During the investigation, UPTON was found to be in violation of PC273A(B)-Cruelty to a Child. UPTON was subsequently arrested and transported to the Colorado River Station jail for booking. UPTON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CONFIDENTIAL MALE JUVENILE, 16 Years Old, Resident of Needles, CA On Tuesday, April 14, 2026, at approximately 9:35 p.m., deputies contacted a 16-year-old male juvenile during a call for service reference an assault near the 1800 block of Barrackman St. During the investigation, the male juvenile was found to be in violation of PC242-Battery on a Person. The male juvenile was subsequently arrested, issued a citation and released to a responsible party at the scene with a future court date.
DERIC GRUSHKA, 57 Years Old, Resident of Needles, CA
On Friday, April 17, 2026, at approximately 3:00 p.m., deputies contacted DERIC GRUSHKA during a warrant service near the 100 block of L Street. During the service GRUSHKA was found to have a warrant for his arrest for CVC12500(A)-Driving Without a License. GRUSHKA was subsequently arrested, issued a citation, and released at the scene with a future court date.
JAMES DAY, 50 Years Old, Resident of Needles, CA
On Friday, April 17, 2026, at approximately 7:37 p.m., deputies contacted JAMES DAY during a traffic enforcement stop near North K Street and W Needles Hwy. During the stop, DAY was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. DAY was subsequently arrested, issued a citation, and released at the scene with a future court date.
DESIRAE VALDEZ, 26 Years Old, Resident of Needles, CA
On Saturday, April 18, 2026, at approximately 10:20 p.m., deputies contacted DESIRAE VALEZ during a traffic enforcement stop near North K Street and Race Street. During the stop, VALDEZ was found to have an active warrant for her arrest for PC647(F)-Disorderly Conduct-Public Intoxication. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
GEORGINA ESTRADA, 34 Years Old, Resident of Needles, CA
On Saturday, April 18, 2026, at approximately 10:20 p.m., deputies contacted GEORGINA ESTRADA during a traffic enforcement stop near North K Street and Race Street. During the stop, ESTRADA was found to have two outstanding warrants for her arrest for CVC12500(A)-Driving Without a License and CVC14604.1(A)-Driving on a Suspended License. ESTRADA was subsequently arrested and transported to the Colorado River Station jail where she was issued a citation and released with a future court date.
TLALOQUE REYES, 25 Years Old, Resident of Parker, AZ
On Sunday, April 19, 2026, at approximately 12:57 a.m., deputies contacted TLALOQUE REYES during a call for service reference a domestic disturbance near the 72000 block of Papago Trail in Big River. During the investigation, REYES was found to be in violation of PC236 – False Imprisonment, PC243(E)(1)-Battery on a Spouse/Ex-Spouse, etc., PC594(B)(1)- Vandalism over $400 and was also found to have an outstanding warrant for his arrest for CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. REYES was subsequently arrested and transported to the High Desert Detention Center for booking, REYES remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $105,000.00, awaiting a court hearing.
JOHN WARREN, 62 Years Old, Resident of Needles, CA
On Sunday, April 19, 2026, at approximately 7:52 p.m., deputies contacted JOHN WARREN during a call for service reference a traffic accident near the 900 block of Bailey Ave. During the investigation, WARREN was found to be in violation of CVC12500(A)-Driving Without a License. WARREN was subsequently arrested, issued a citation, and released at the scene with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
