Arizona Man Arrested for Reckless Driving When Deputies Observe Two Passengers Hanging Out the Window of a Speeding Vehicle



DATE/TIME: Monday, April 20, 2026, at approximately 11:02 p.m.

INCIDENT: CVC 23103(A) - Reckless Driving and PC 21810 - Possession of Unlawful Metal Knuckles

LOCATION: North K Street and Smokestack Avenue, Needles, CA 

SUSPECT 1: Tyler Kemnitz, 22 -year-old Resident of Bullhead City, AZ
SUSPECT 2: Joseph Boileua, 22-year-old Resident of Bullhead City, AZ

VICTIM(S): State of California


SUMMARY: On Monday, April 20, 2026, at approximately 11:02 p.m., deputies assigned to the Colorado River Station/Needles Police Department observed a vehicle traveling at a high rate of speed through the residential neighborhood near North K Street and Chestnut Street. During the incident, deputies observed two female passengers  partially hanging out of the vehicle's windows.  As a result, deputies initiated a traffic stop near the intersection of North K Street and Smokestack Avenue.  

Upon contact, deputies determined one of the female passengers involved was a juvenile and was released to a responsible party who responded to the scene.

The driver, identified as Tyler Kemnitz, was arrested for CVC 23103(A) - Reckless Driving and his vehicle was towed.  Kemnitz was issued a citation and released at the scene with a future court date. 

The passenger, Jospeh Boileau was found to be in possession of unlawful metal knuckles.  Boileau was arrested for the violation, issued a citation, and released at the scene with a future court date.
