Needles Police Department Releases Arrests Made During April 20, through April 26, 2026

Between April 20, 2026, and April 26, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:

JEREMY VALDEZ, 25 Years Old, Resident of Needles, CA
On Monday, April 20, 2026, at approximately 7:50 p.m., deputies contacted JEREMY VALDEZ during a call for service near the 1000 block of Lillyhill Drive reference a disturbance.  During the investigation, VALDEZ was found to be in violation of PC647(F) - Disorderly Conduct-Public Intoxication and PC1203.35 - Violation of Probation-Flash Incarceration.  VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  VALDEZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

TYLER KEMNITZ, 22 Years Old, Resident of Bullhead City, AZ
On Monday, April 20, 2026, at approximately 11:02 p.m., deputies contacted TYLER KEMNITZ during a traffic enforcement stop near North K Street and Smokestack Avenue.  During the stop, KEMNITZ was found to be in violation of CVC23103(A) – Reckless Driving.  KEMINTZ was subsequently arrested, issued a citation, and released at the scene with a future court date. 

JOSEPH BOILEAU, 22 Years Old, Resident of Bullhead City, AZ
On Monday, April 20, 2026, at approximately 11:02 p.m., deputies contacted JOSEPH BOILEAU during a traffic enforcement stop near North K Street and Smokestack Avenue.  During the stop, BOILEAU was found to be in violation of PC21810 – Possession of Unlawful Metal Knuckles.  BOILEAU was subsequently arrested, issued a citation, and released at the scene with a future court date.

REYNALDO GONZALEZ, 24 Years Old, Resident of Bullhead City, AZ
On Tuesday, April 21, 2026, at approximately 9:30 p.m., deputies contacted REYNALDO GONZALEZ during a traffic enforcement stop near 4th Street and F Street.  During the stop, GONZALEZ was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm, PC30305(A)(1)-Felon in Possession of Unlawful Ammunition, PC32310(A)- MFG/SALE ETC Large Capacity Magazine and PC33215- MFG/SALE/ETC Sawed Off-Short Barrel Rifle/Shotgun.  GONZALEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  GONZALEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

RUSSELL VILLA, 24 Years Old, Resident of Mohave Valley, AZ
On Tuesday, April 21, 2026, at approximately 9:30 p.m., deputies contacted RUSSELL VILLA during a traffic enforcement stop near 4th Street and F Street.  During the stop, VILLA was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm, PC30305(A)(1)-Felon in Possession of Unlawful Ammunition, PC32310(A)- MFG/SALE ETC Large Capacity Magazine and PC33215- MFG/SALE/ETC Sawed Off-Short Barrel Rifle/Shotgun.  VILLA was subsequently arrested and transported to the Colorado River Station jail for booking.  VILLA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing. 

KELLY STONE, 44 Years Old, Resident of Lake Havasu City, AZ
On Wednesday, April 22, 2026, at approximately 12:31 p.m., California Highway Patrol officers contacted KELLY STONE during a traffic enforcement stop on the west bound Interstate 40 near mile marker 140.  During the stop, STONE was found to be in violation of PC25850(A)-Carrying a Loaded Firearm, CVC23152(A)-Driving Under the Influence and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  STONE was subsequently arrested and transported to the Colorado River Station jail for booking. STONE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JOLIE RIVERA, 37 Years Old, Resident of Hesperia, CA
On Wednesday, April 22, 2026, at approximately 9:53 p.m., deputies contacted JOLIE RIVERA during a traffic enforcement stop near Needles Hwy and R Street.  During the stop, RIVERA was found to be in violation of H&S11395(B)(1)-Possession of a Controlled Substance with 2 or More Priors, PC148.9(A)-Giving False ID to Police Officer, and two outstanding warrants for CVC12500(A)-Driving Without a License, and PC602.5(A)-Trespassing. RIVERA was subsequently arrested and transported to the Colorado River Station jail for booking.  RIVERA remains in the custody of the San Bernardino County Sheriff’s Department with a combined bail amount of $45,000.00, awaiting a court hearing.

FELICE CHOLEWIAK, 49 Years Old, Resident of Hesperia, CA
On Wednesday, April 22, 2026, at approximately 9:53 p.m., deputies contacted FELICE CHOLEWIAK during a traffic enforcement stop near Needles Hwy and R Street.  During the stop, CHOLEWIAK was found to be in violation of H&S11395(B)(1)-Possession of a Controlled Substance with 2 or More Priors.  CHOLEWIAK was subsequently arrested and transported to the Colorado River Station jail for booking.  CHOLEWIAK remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.

JINOMY CARANCHO, 49 Years Old, Resident of Hesperia, CA
On Wednesday, April 22, 2026, at approximately 9:55 p.m., deputies contacted JINOMY CARANCHO during a traffic enforcement stop near Broadway and L Street.  During the stop, CARANCHO was found to have an outstanding warrant for his arrest for PC3056-Violation of Parole.  CARANCHO was subsequently arrested and transported to the Colorado River Station jail for booking.  CARANCHO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

JUSTIN WILLIS, 39 Years Old, Resident of Phelan, CA
On Friday, April 24, 2026, at approximately 1:50 p.m., deputies contacted JUSTIN WILLIS during a call for service reference a disturbance.  During the call, WILLIS was found to be in violation of PC30305(A)(1)-Felon in Possession of Unlawful Ammunition.  WILLIS was subsequently arrested and transported to the Colorado River Station jail for booking.  WILLILS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount pf $30,000.00, awaiting a court hearing.

JOSE ACOSTA, 60 Years Old, Resident of Barstow, CA
On Friday, April 24, 2026, at approximately 3:15 p.m., deputies contacted JOSE ACOSTA during traffic enforcement stop near River Rd and K Street.  During the stop, ACOSTA was found to have an outstanding warrant for PC3455-Violaiton of Post Release Community Supervision.  ACOSTA was subsequently arrested and transported to the Colorado River Station jail for booking.  ACOSTA remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing.

SHELBI BRUNK, 26 Years Old, Resident of Saint George, UT
On Friday, April 24, 2026, at approximately 6:19 p.m., marine enforcement deputies contacted SHELBI BRUNK during a marine enforcement stop in the Park Moabi channel.  During the stop, BRUNK was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  BRUNK was subsequently arrested and transported to the Colorado River Station jail for booking.  BRUNK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

MATTHEW LEWIS ROBERTS, 30 Years Old, Resident of Florence, AZ
On Saturday, April 25, 2026, at approximately 4:34 p.m., marine enforcement deputies contacted MATTHEW LEWIS ROBERTS during a marine enforcement stop near Crazy Horse on Lake Havasu.  During the stop, LEWIS ROBERTS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  LEWIS ROBERTS was subsequently arrested and transported to the Colorado River Station jail for booking.  LEWIS ROBERTS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

BREYLAND HELLEBRAND, 23 Years Old, Resident of Pahrump, NV
On Saturday, April 25, 2026, at approximately 7:01 p.m., marine enforcement deputies contacted BREYLAND HELLEBRAND during a marine enforcement stop near Speedway Alley on the Colorado River.  During the stop, HELLEBRAND was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  HELLEBRAND was subsequently arrested and transported to the Colorado River Station jail for booking.  HELLEBRAND was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JASON OSKO, 37 Years Old, Resident of Needles, CA
On Saturday, April 25, 2026, at approximately 7:47 p.m., deputies contacted JASON OSKO during a traffic enforcement stop after a call for service reference a vandalism.  During the investigation, OSKO was found to be in violation of PC594(B)(1)-Vandalism over $400.  OSKO was subsequently arrested and transported to the Colorado River Station jail for booking.  OSKO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
