Twin Peaks Station Conducts Nicotine Decoy Operation and Arrests Two Men for Selling Nicotine or Tobacco to Persons Under 21

INCIDENT: Nicotine Decoy Operation
PC 308(A) Sell Nicotine/ Tobacco to a Person Under 21 Years Old  

LOCATION: Lake Arrowhead, Blue Jay and Crestline  

SUSPECT 1: David Yohanna age 65, resident of Running Springs
SUSEPCT 2: David Hansen age 51, resident of Crestline  
               

VICTIM(S): State of California  


SUMMARY: 
On Tuesday, May 5, 2026, deputies from the Twin Peaks Station, in coordination with the Chino Hills Station, conducted a targeted decoy operation to ensure local retailers are complying with state laws regarding the sale of tobacco and nicotine products to minors.

During the operation, investigators visited multiple vape and tobacco shops within the Twin Peaks Station jurisdiction, stretching from Running Springs to Crestline. While the majority of businesses remained in compliance, two locations were found to be in violation of California Penal Code 308(a) -  Sell Nicotine/ Tobacco to a Person Under 21 Years Old  

The following individuals were cited after selling nicotine products to an underage decoy:

• David Yohanna, an employee at Vanity Vape (280 Highway 173, Lake Arrowhead)
• David Hansen, an employee at Mountain Tobacco (Crestline)

Reports for both incidents have been documented and will be forwarded to the District Attorney’s Office for prosecution under PC 308(a), which prohibits the sale of tobacco products to individuals under the age of 21.

Despite these two violations, the Twin Peaks Station is encouraged to report that all other shops inspected during the operation were found to be in full compliance with the law.

The Twin Peaks Station will continue to conduct similar compliance checks to ensure local businesses are operating responsibly and adhering to state regulations.
