Sheriff's Department is Pleased to Announce Largest Promotion List Since 1991

The San Bernardino County Sheriff’s Department is proud to announce recent promotions across all ranks throughout the Department.

On May 8, 2026, Sheriff Shannon Dicus promoted employees to several leadership positions, including one assistant sheriff, four deputy chiefs, seven captains, nine lieutenants, 12 sergeants, and 28 detective/corporals. Of the 28 detective/corporal promotions, nine positions were added as patrol corporals to increase mid-level supervision at county patrol stations, made possible by support from the County Board of Supervisors and the residents of San Bernardino County.

The Department also made several promotions among its professional staff, whose work remains the backbone of the organization and plays a critical role in supporting daily operations, public safety services, and the Department's overall mission. This marks one of the Department’s largest promotion lists since the opening of the West Valley Detention Center in 1991.  

These promotions reflect the Department’s continued commitment to staffing operations, supporting employees, and prioritizing public safety throughout San Bernardino County. Law enforcement agencies across California have faced ongoing recruitment and retention challenges in recent years. Despite those challenges, the Department’s Employee Resources Division staff have been instrumental in continuing to attract new employees committed to serving their communities. The Sheriff also recognizes the effort of the San Bernardino County Sheriff’s Employees’ Benefit Association (SEBA) in securing one of the strongest law enforcement contracts in the region, which has helped retain current employees and recruit qualified candidates.

Sheriff Shannon Dicus stated, “Today’s promotions represent the continued growth and future of our Department. I am extremely proud of the employees who have earned these leadership roles and the hard work they have put in to prepare for greater responsibility. The expansion of our Executive Staff and the addition of patrol corporal positions are important investments in our organization and our communities. Strong leadership and field supervision are critical to supporting our deputies, professional staff, and overall public safety operations. These employees will play an important role in guiding the Department forward and continuing our commitment to providing quality service to the residents of San Bernardino County.”

The Department also recognizes the employees who have remained committed to public service and prepared themselves to lead the next generation of deputies and professional staff. These promotions come at an important time as the Department continues moving forward with technology upgrades, capital improvement projects, and the anticipated opening of the new state-of-the-art Valley Communications Center, which will enhance dispatch operations and improve staffing resources.

Assistant Sheriff Michael Walker – Criminal Operations, 21 years of service 
Deputy Chief Tim Visosky – Special Operations Bureau, 26 years of service
Deputy Chief Ryan Smith – Valley / Mountain Patrol Bureau, 21 years of service
Deputy Chief Michael Martinez – Corrections Operations Bureau, 29 years of service
Deputy Chief Ryan Collins – Corrections Support Bureau, 27 years of service 
Captain Sean Struebing – Victor Valley Station, 21 years of service
Captain Mark Higgins – Community Services and Reentry Division, 21 years of service
Captain Mauricio Hurtado – Big Bear Station, 26 years of service
Captain David Frayeh – Central Detention Center, 29 years of service
Captain Audomero Moreno – Court Services, 25 years of service
Captain Larry Lopez – Specialized Enforcement Division, 26 years of service
Captain Lucas Gaytan – Professional Standards Division, 23 years of service
