Needles Police Department Releases Arrests Made During May 4, through May 10, 2026
Between May 4, 2026, and May 10, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
MICHAEL MAHONEY, 56 Years Old, Resident of Riverside, CA
On Monday, May 4, 2026, at approximately 7:13 p.m., deputies contacted MICHAEL MAHONEY during a call for service near the 300 block of Bazoobuth St. During the investigation, MICHAEL MAHONEY was found to have an outstanding warrant for H&S11364(A)-Possession of Unlawful Drug Paraphernalia. MAHONEY was subsequently arrested and transported to the Colorado River Station jail for booking. During the booking process, MAHONEY was found to be in violation of PC4573(A)-Bringing a Controlled Substance into a Jail/Prison. MAHONEY was then transported and booked into the High Desert Detention Center. MICHAEL MAHONEY remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
LUIS BARRIOS, 50 Years Old, Resident of Riverside, CA
On Monday, May 4, 2026, at approximately 7:13 p.m., deputies contacted LUIS BARRIOS during a call for service near the 300 block of Bazoobuth St. During the investigation, LUIS BARRIOS was found to be in violation of H&S11395(B)(1)-Possession of a Controlled Substance with two or more priors. BARRIOS was also found to have an outstanding warrant out of Riverside for PC530.5(A)-Identity Theft. BARRIOS was subsequently arrested and transported to the High Desert Detention Center for booking. BARRIOS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $150,000.00, awaiting a court hearing.
RUBEN MEDRANO, 53 Years Old, Resident of Needles, CA
On Tuesday, May 5, 2026, at approximately 7:19 p.m., deputies contacted RUBEN MEDRANO during a pedestrian check near P Street and Needles Hwy. During the check, MEDRANO was found to have an outstanding warrant for his arrest for PC3455-Violation of Post Release Community Supervision. MEDRANO was subsequently arrested and transported to the Colorado River Station jail for booking. MEDRANO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
DANIEL PONCE, 53 Years Old, Resident of Big River, CA
On Tuesday, May 5, 2026, at approximately 7:35 p.m., deputies contacted DANIEL PONCE during a warrant service near the 149000 block of Seminole Trail in Big River. During the service, PONCE was found to have an outstanding warrant for his arrest for H&S11377(A)-Possession of a Controlled Substance. PONCE was subsequently arrested, issued a citation and released at the scene with a future court date.
PAULA BANKS, 53 Years Old, Resident of Needles, CA
On Wednesday, May 6, 2026, at approximately 12:04 a.m., deputies contacted PAULA BANKS during a traffic enforcement stop near 3rd Street and J Street. During the stop, BANKS was found to be in violation of H&S11377(A)-Possession of a Controlled Substance and H&S11364-Possession of Unlawful Drug Paraphernalia. BANKS was subsequently arrested, issued a citation and released at the scene with a future court date.
HAROLD SMITH, 58 Years Old, Resident of Kingman, AZ
On Wednesday, May 6, 2026, at approximately 1:37 a.m., deputies contacted HAROLD SMITH during a traffic enforcement stop near W Broadway Street and H Street. During the stop, SMITH was found to be in violation of H&S11364-Possession of Unlawful Drug Paraphernalia. SMITH was subsequently arrested, issued a citation and released at the scene with a future court date.
ANDRE CHAVEZ, 22 Years Old, Resident of Needles, CA
On Wednesday, May 6, 2026, at approximately 7:47 a.m., deputies contacted ANDRE CHAVEZ after a call for service reference a robbery that just occurred near the 1900 block of Erin Dr. During the investigation, CHAVEZ was found to be in violation of PC664/212.5(A)-Attempted 1st Degree Robbery. CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking. CHAVEZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $100,000.00, awaiting a court hearing.
VANESSA MARTINEZ, 22 Years Old, Resident of Needles, CA
On Wednesday, May 6, 2026, at approximately 11:23 a.m., deputies contacted VANESSA MARTINEZ near North K Street and Front Street during a pedestrian check. During the check, MARTINEZ refused to identify herself and was detained. During a records check, MARTINEZ was positively identified and was found to have an outstanding warrant for PC3455-Violation of Post Release Community Supervision. Martinez was transported to West Valley Detention Center for booking and remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
ESTEVAN LOPEZ, 32 Years Old, Resident of Barstow, CA
On Wednesday, May 6, 2026, at approximately 3:15 p.m., deputies contacted ESTEVAN LOPEZ during a traffic enforcement stop near Needles Hwy and R Street. During the stop, LOPEZ was found to be in violation of PC23920-Possession of a Firearm with No Serial Number. LOPEZ was subsequently arrested and transported to the Colorado River Station jail for booking. LOPEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
DARRYL CORRELL, 33 Years Old, Resident of Yuma, AZ
On Friday, May 8, 2026, at approximately 1:00 a.m., deputies contacted DARRYL CORRELL during a vehicle check near 3rd Street and J Street. During the check, DARRYL CORRELL was found to have an outstanding warrant for his arrest out of Los Angeles County for PC3455-Violation of Post Release Community Supervision. CORRELL was subsequently arrested and transported to the Colorado River Station jail for booking. CORRELL remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting extradition to Los Angeles County.
WILLIAM MAGGARD, 36 Years Old, Resident of Golden Valley, AZ
On Friday, May 8, 2026, at approximately 3:46 p.m., deputies contacted WILLIAM MAGGARD during a traffic enforcement stop near Needles Hwy and Q Street. During the stop, MAGGARD was found to have an outstanding warrant for PC3056-Violation of Parole. MAGGARD was subsequently arrested and transported to the Colorado River Station jail for booking. MAGGARD remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing.
DANIEL VOUGHT, 29 Years Old, Resident of Lake Havasu City, AZ
On Saturday, May 9, 2026, at approximately 3:05 p.m., marine enforcement deputies contacted DANIEL VOUGHT after assisting Fish & Game with a vessel towing/skiing in the wildlife refuge. During the stop, VOUGHT was found to be in violation of H&N655(B)-Boating Under the Influence and H&N655(C)-BUI with a Blood Alcohol Content over .08%. VOUGHT was subsequently arrested and transported to the Colorado River Station jail for booking. VOUGHT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
VINCE KESSE, 53 Years Old, Resident of Eureka, CA
On Saturday, May 9, 2026, at approximately 3:17 p.m., marine enforcement deputies contacted VINCE KESSE during a marine enforcement stop near Parker Dam on the Colorado River. During the stop, KESSE was found to have three outstanding traffic warrants for CVC14601.1(A)– Driving on a Suspended License and CVC12500(A)-Driving with a License. KESSE was subsequently arrested, issued a citation, and released at the scene with a future court date.
SYLVIA APODACA, 56 Years Old, Resident of Big River, CA
On Sunday, May 10, 2026, at approximately 12:13 a.m., deputies contacted SYLVIA APODACA during a call for service reference a well check. During the investigation, APODACA was found to have an outstanding warrant out of Riverside County for PC594(A)(1)-Vandalism. APODACA was subsequently arrested and transported to the Colorado River Station jail for booking. APODACA remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $10,000.00, awaiting extradition.
DESIREE AGUILERA, 34 Years Old, Resident of Needles, CA
On Sunday, May 10, 2026, at approximately 3:10 p.m., deputies contacted DESIREE AGUILERA during a warrant service near the 1500 block of Lillyhill Drive. During the service, AGUILERA was found to have an outstanding warrant for CVC12500(A)-Driving Without a License. AGUILERA was subsequently arrested, issued a citation, and released at the scene with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
