Prop 36: Drug Investigation in Rancho Cucamonga Ends in Arrest, Seizure of Suspected Methamphetamine

SUSPECT(S): Kyle Mahnken Foote, 39-year-old, Resident of Rancho Cucamonga
Shawneequa Baker, 47-year-old, Resident of Rancho Cucamonga

SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 6 is applied:
On May 17, 2026, at approximately 6:13 p.m., deputies were proactively patrolling in the area of Lomita Drive and Amethyst Avenue, when they contacted Kyle Foote. Foote was in possession of several syringes of suspected methamphetamine, as well as suspected methamphetamine in a jar. During the investigation, Shawneequa Baker arrived at the location and was detained.
Deputies from the Rancho Cucamonga Sheriff’s Station served a search warrant at the location Foote was staying in. The search resulted in locating additional suspected methamphetamine, scales, several plastic baggies, and drug paraphernalia. Foote had prior convictions for drug related offenses of H&S 11395(B)(1)- Possession of a controlled substance with priors.
Foote was arrested and booked at the West Valley Detention Center for HS11395(B)(1)- Possession of Narcotics/Paraphernalia with two prior convictions, HS11366-Keep/Sell Narcotics/Controlled Substance, and HS11378-Possession of a controlled substance.
Baker was arrested and booked into the West Valley Detention Center for HS11366-Keep/Sell Narcotics/Controlled Substance, and HS11378- Possession of a controlled substance for sale.
