Needles Police Department Releases Arrests Made During May 18, through May 24, 2026
Between May 18, 2026, and May 24, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
RIO SANDATE, 31 Years Old, Resident of Havasu Lake, CA
On Monday, May 18, 2026, at approximately 10:15 a.m., deputies contacted RIO SANDATE during a warrant service near of Valley Mesa and Sunrise Trail in Havasu Lake. During the service, SANDATE was found to have an outstanding fugitive warrant for his arrest out of Texas. SANDATE was subsequently arrested and transported to the Colorado River Station jail for booking. SANDATE remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting extradition to Texas.
TOMMY HUNTER, 53 Years Old, Resident of Needles, CA
On Tuesday, May 19, 2026, at approximately 12:20 a.m., deputies contacted TOMMY HUNTER during a traffic enforcement stop near Needles Hwy and Sherman Way. During the stop, HUNTER was found to be in violation of PC69-Obstricting/Resisting an Officer. HUNTER was subsequently arrested and transported to the Colorado River Station jail for booking. HUNTER remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
JOHN TEGLOVIC, 35 Years Old, Resident of Needles, CA
On Tuesday, May 19, 2026, at approximately 1:30 a.m., deputies contacted JOHN TEGLOVIC during a call for service near J Street and Bailey Ave. During the investigation, TEGLOVIC was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. TEGLOVIC was subsequently arrested and transported to a local hospital for evaluation. TEGLOVIC was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
STEVEN KERNS, 57 Years Old, Resident of Needles, CA
On Tuesday, May 19, 2026, at approximately 8:45 p.m., deputies contacted STEVEN KERNS during a search warrant near the 100 block of North K Street. During the search, KERNS was found to be in violation of H&S11378-Possession of a Controlled Substance for Sale. KERNS was subsequently arrested and transported to the Colorado River Station jail for booking. KERNS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
FLORENCE COOK, 69 Years Old, Resident of Needles, CA
On Tuesday, May 19, 2026, at approximately 10:52 p.m., deputies contacted FLORENCE COOK during a call for service reference a disturbance. During the contact, COOK was found to have an active warrant for her arrest for PC242-Assault. COOK was subsequently arrested and transported to a nearby hospital for evaluation. COOK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ELEXIS BONE, 37 Years Old, Resident of Needles, CA
On Wednesday, May 20, 2026, at approximately 12:35 a.m., deputies responded to a report of a vandalism that just occurred near the 1000 block of Lillyhill Drive. During the investigation, ELEXIS BONE was found to be in violation of PC594(B)(1)-Felony Vandalism. BONE was subsequently arrested and booked at the Colorado River Station jail. BONE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
MICHAEL REED, 54 Years Old, Resident of Needles, CA
On Thursday, May 21, 2026, at approximately 9:00 a.m., deputies and Homicide detectives contacted MICHAEL REED during a warrant service near F Street and W Broadway Street. During the service, REED was found to have an outstanding warrant for his arrest for PC187(A)-Murder and PC29800(A)(1)-Felon in Possession of a Firearm. REED was subsequently arrested and transported to the Colorado River Station jail for booking. REED remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
HECTOR GARCIA VELA, 53 Years Old, Resident of Oxnard, CA
On Thursday, May 21, 2026, at approximately 1:27 p.m., deputies contacted HECTOR GARCIA VELA during a call for service near Walnut St and W Broadway St. During the investigation, GARCIA VELA was found to be in violation of PC498 – Theft of Utilities. GARCIA VELA was subsequently arrested, issued a citation and released at the scene with a future court date.
RYAN SOLLAZZO, 48 Years Old, Resident of Needles, CA
On Thursday, May 21, 2026, at approximately 3:20 p.m., deputies contacted RYAN SOLLAZZO during a call for service reference domestic disturbance. During the investigation, SOLLAZZO was found to be in violation of PC243(E)(1)-Domestic Battery. SOLLAZZO was subsequently arrested and transported to the Colorado River Station jail for booking. SOLLAZZO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.
EMILIANO CASTILLO, 39 Years Old, Resident of Needles, CA
On Thursday, May 21, 2026, at approximately 7:05 p.m., deputies contacted EMILIANO CASTILLO during a call for service reference a disturbance. During the investigation, CASTILLO was found to have a warrant out for his arrest for PC3056-Violation of Parole. CASTILLO was subsequently arrested and transported to the Colorado River Station jail for booking. CASTILLO remains in the custody of the San Bernardino County Sheriff’s Department with no bail awaiting a court hearing.
MATTHEW ZIMMER, 51 Years Old, Resident of Lake Havasu City, AZ
On Friday, May 22, 2026, at approximately 4:34 p.m., deputies contacted MATTHEW ZIMMER during a marine enforcement stop near the Topock Bridge. During the stop, ZIMMER was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. ZIMMER was subsequently arrested and transported to the Colorado River Station jail for booking. ZIMMER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
KAVAN SALAS, 19 Years Old, Resident of Albuquerque, NM
On Friday, May 22, 2026, at approximately 5:24 p.m., deputies contacted KAVAN SALAS during a marine enforcement stop near Skiers Island on Lake Havasu. During the stop, SALAS was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a blood alcohol content over .08%. SALAS was subsequently arrested and transported to the Colorado River Station jail for booking. SALAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JONATHAN HICKEY, 41 Years Old, Resident of Calimesa, CA
On Friday, May 22, 2026, at approximately 7:37 p.m., deputies contacted JONATHAN HICKEY during a traffic enforcement stop near the 400 block of Parker Dam Rd in Earp. During the stop, HICKEY was found to have three outstanding warrants for his arrest out of Riverside for PC496(D)-Possession of Known Stolen Property. HICKEY was subsequently arrested and transported to the High Desert Detention Center for booking. HICKEY remains in the custody of the San Bernardino County Sheriff’s Department with $1200,000.00 bail awaiting extradition to Riverside.
FRANK BIVINETTO, 39 Years Old, Resident of Wilmington, CA
On Friday, May 22, 2026, at approximately 8:45 p.m., deputies contacted FRANK BIVINETTO during a marine enforcement stop near Jack Smith Park on the Colorado River. During the stop, BIVINETTO was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a blood alcohol content over .08%. BIVINETTO was subsequently arrested and transported to the Colorado River Station jail for booking. BIVINETTO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOEL CAMERON, 41 Years Old, Resident of Needles, CA
On Friday, May 22, 2026, at approximately 9:21 p.m., deputies contacted JOEL CAMERON during a pedestrian stop near Hospitality Lane and J Street. During the stop, CAMERON was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. CAMERON was subsequently arrested, issued a citation, and released at the scene with a future court date.
PRESTON WILCZYNSKI, 25 Years Old, Resident of Henderson, NV
On Friday, May 22, 2026, at approximately 9:29 p.m., deputies contacted PRESTON WILCZYNSKI during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, WILCZYNSKI was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a blood alcohol content over .08%. WILCZYNSKI was subsequently arrested and transported to the Colorado River Station jail for booking. WILCZYNSKI was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ETHAN JORDAN-MARTINEZ, 24 Years Old, Resident of Apple Valley, CA
On Friday, May 22, 2026, at approximately 9:45 p.m., deputies contacted ETHAN JORDAN-MARTINEZ during a marine enforcement stop near the Riviera on Lake Havasu. During the stop, JORDAN-MARTINEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a blood alcohol content over .08%. JORDAN-MARTINEZ was subsequently arrested and transported to the Colorado River Station jail for booking. JORDAN-MARTINEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
RUDOLFO MONTOYA, 33 Years Old, Resident of Altadena, CA
On Saturday, May 23, 2026, at approximately 2:34 p.m., deputies contacted RUDOLFO MONTOYA during a marine enforcement stop near Bluewater Resort on the Colorado River. During the investigation, MONTOYA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. MONTOYA was subsequently arrested and transported to the Colorado River Station jail for booking. MONTOYA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
SCOTT GALLOWAY, 53 Years Old, Resident of West Minster, CA
On Saturday, May 23, 2026, at approximately 3:26 p.m., deputies contacted SCOTT GALLOWAY during a marine enforcement stop near the Park Moabi channel. During the investigation, GALLOWAY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. GALLOWAY was subsequently arrested and transported to the Colorado River Station jail for booking. GALLOWAY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CARLOS GARCIA, 60 Years Old, Resident of El Monte, CA
On Saturday, May 23, 2026, at approximately 7:08 p.m., deputies contacted CARLOS GARCIA on the launch ramp near Needles Marina. During the investigation, GARCIA was found to be in violation of CVC23152(A)-Driving Under the Influence and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
GREGORY PATINO, 37 Years Old, Resident of Surfside, CA
On Saturday, May 23, 2026, at approximately 6:05 p.m., deputies contacted GREGORY PATINO during a marine enforcement stop near Park Moabi channel. During the investigation, PATINO was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. PATINO was subsequently arrested and transported to the Colorado River Station jail for booking. PATINO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
VALENTIN ARAIZA, 25 Years Old, Resident of Victorville, CA
On Saturday, May 23, 2026, at approximately 6:25 p.m., deputies contacted VALENTIN ARAIZA during a marine enforcement stop near Needles bridge on the Colorado River. During the investigation, Araiza was found to have an outstanding warrant for his arrest for CVC12500(A)-Driving Without a License. ARAIZA was subsequently arrested, issued a citation, and released at the scene with a future court date.
ANTHONY KENNEDY, 33 Years Old, Resident of Albuquerque, NM
On Saturday, May 23, 2026, at approximately 7:01 p.m., deputies contacted ANTHONY KENNEDY during a marine enforcement stop near Crazy Horse on Lake Havasu. During the investigation, KENNEDY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. KENNEDY was subsequently arrested and transported to the Colorado River Station jail for booking. KENNEDY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
TROY DRESSELLES, 55 Years Old, Resident of Needles, CA
On Sunday, May 24, 2026, at approximately 7:09 a.m., deputies contacted TROY DRESSELLES during a call for service reference an assault near the 1700 block of Needles Hwy. During the investigation, DRESSELLES was found to be in violation of PC244-Assault with Chemicals. DRESSELLES was subsequently arrested and transported to the Colorado River Station jail for booking. DRESSELLES remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.
LAUDEN HOLMES, 38 Years Old, Resident of Corona, CA
On Sunday, May 24, 2026, at approximately 3:52 p.m., deputies contacted LAUDEN HOLMES during a marine enforcement stop just south of Parker Dam on the Colorado River. During the stop, HOLMES was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. HOLMES was subsequently arrested and transported to the Colorado River Station jail for booking. HOLMES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JESUS CHAVEZ, 29 Years Old, Resident of Norwalk, CA
On Sunday, May 24, 2026, at approximately 4:28 p.m., deputies contacted JESUS CHAVEZ during a marine enforcement stop near Coors Island on the Colorado River. During the stop, CHAVEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking. CHAVEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CHRISTOPHER LACY, 44 Years Old, Resident of Santa Ana, CA
On Sunday, May 24, 2026, at approximately 5:08 p.m., deputies contacted CHRISTOPHER LACY during a marine enforcement stop near the I40 Bridge on the Colorado River. During the stop, LACY was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. LACY was subsequently arrested and transported to the Colorado River Station jail for booking. LACY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
DENNIS LEASH, 56 Years Old, Resident of Lafayette, CO
On Sunday, May 24, 2026, at approximately 8:15 p.m., deputies contacted DENNIS LEASH during a marine enforcement stop near Pirate Cove on the Colorado River. During the stop, LEASH was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. LEASH was subsequently arrested and transported to the Colorado River Station jail for booking. LEASH was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
DESERIE PEREZ, 52 Years Old, Resident of Riverside, CA
On Sunday, May 24, 2026, at approximately 6:57 p.m., deputies contacted DESERIE PEREZ during a call for service reference domestic disturbance near Marina Dr and Beach Dr. During the investigation, PEREZ was found to be in violation of PC243(E)(1)-Domestic Battery. PEREZ was subsequently arrested and transported to the Colorado River Station jail for booking. PEREZ remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $25,000.00, awaiting a court hearing.
WILLIAM MAXWELL, 22 Years Old, Resident of Ontario, CA
On Sunday, May 24, 2026, at approximately 8:15 p.m., deputies contacted WILLIAM MAXWELL during a marine enforcement stop near just south of Needles Marina on the Colorado River. During the stop, MAXWELL was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. MAXWELL was subsequently arrested and transported to the Colorado River Station jail for booking. MAXWELL was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOHN JENKINS, 51 Years Old, Resident of Needles, CA
On Sunday, May 24, 2026, at approximately 8:33 p.m., deputies contacted JOHN JENKINS during a traffic enforcement stop near the 4100 block of Needles Hwy. During the stop, JENKINS was found to have an outstanding warrant for his arrest for CVC12500(A)-Driving without a License. JENKINS was subsequently arrested, issued a citation, and released at the scene with a future court date.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
