Convicted Felon in Twentynine Palms Arrested in Possession of a Controlled Substance and Illegal WeaponÂ

INCIDENT: H&S 11395(b)(1) - Possession of a Controlled Substance with Two or More Prior Convictions
LOCATION: 1200 Block of Sunrise Avenue, City of Twentynine Palms
SUSPECT 1: Charles Lee Newland, 39-year-old male, resident of Twentynine Palms
SUSPECT 2: Angela Marie Martin, 32-year-old female, resident of Twentynine Palms

SUMMARY:
On Tuesday, May 19, 2026, at approximately 12:46 p.m., Deputies G. Estrada, J. Bradley, and N. Arenas responded to a call for service regarding subjects illegally occupying a residence in an unincorporated area of Twentynine Palms.
Upon arrival, deputies contacted a female who initially falsified her name. Through further investigation, deputies positively identified the female as 32-year-old Angela Martin, who was found to have an active narcotics-related warrant for her arrest.
During the investigation, deputies also observed suspected fentanyl and methamphetamine inside the residence. Additionally, deputies contacted an adult male, identified as 39-year old Charles Newland, who illegally occupied the residence and claimed it as his own. Based on evidence obtained during the investigation, deputies authored and served a search warrant for the residence.
During the search warrant service, deputies located approximately 18 grams of suspected methamphetamine, approximately 241 grams of suspected fentanyl, miscellaneous narcotics paraphernalia including methamphetamine pipes and a digital gram scale, as well as brass knuckles.
Newland was arrested and booked into the Morongo Basin Jail for violation of H&S 11395(b)(1), Possession of a Controlled Substance with Two or More Prior Convictions, PC 21810, Felon in Possession of Brass Knuckles, and H&S 11364(a), Possession of Narcotics Paraphernalia. Martin was arrested and booked into the Morongo Basin Jail for violation of PC 529(a)(3), False Impersonation, H&S 11350(a), Possession of Fentanyl, and H&S 11364(a), Possession of Narcotics Paraphernalia
On November 5, 2024, California voters overwhelmingly passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for the increase in homelessness, recidivism, drug addiction and theft-related offenses. Proposition 36 includes several new Penal and Health and Safety Codes that deputies now apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance.
The San Bernardino County Sheriff’s Department remains committed to aggressively addressing illegal narcotics activity within the Morongo Basin communities, particularly the possession and distribution of fentanyl, which continues to pose a significant threat to public safety.
