Press Release: Arrests Made in Recent Utility Wire Thefts

On May 9, 2026, several suspects cut down fiber-optic and coaxial cables in the 2100 block of Peralta Boulevard, causing approximately $50,000 in damage and disrupting internet, phone, television, and home security services for approximately 10,000 customers.  Fremont Police Detectives followed up on the investigation and obtained surveillance footage capturing individuals matching the description of the suspects and their vehicles near the crime scene. On May 13th, suspects with matching descriptions returned to the area and stole approximately $5,000 worth of additional cable from the same location. On May 20th, the same individuals were observed by Fremont detectives engaging in similar conduct in other parts of the city.
 
Fremont Police detectives continued the investigation and subsequently arrested these suspects.
 
Detectives executed a search warrant on the suspect vehicle and one of the suspect’s homes as part of the investigation.
 
The four suspects are all residents of Fremont: David Elmore, Nicole Elmore, Eric Kosskela, and Marc Rice.
 
Based on the evidence obtained throughout this investigation, the Fremont Police Department presented this case to the Alameda County District Attorney’s Office.  The District Attorney’s Office charged the four suspects with crimes, including:

  • PC 591 - Damaging/Tampering with Telephone/Electrical Lines
  • PC 594 - Felony Vandalism
  • PC 487 - Grand Theft
  • PC 12022.6(a)(2): An enhancement based on the damages exceeding $200,000
