Needles Police Department Releases Arrests Made During May 25, through May 31, 2026
Between May 25, 2026, and May 31, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
KENNETH LITCHFIELD, 36 Years Old, Resident of Needles, CA
On Monday, May 25, 2026, at approximately 12:21 p.m., deputies contacted KENNETH LITCHFIELD during a call for service near the 500 block of D Street. During the investigation, LITCHFIELD was found to have 2 outstanding warrants for his arrest for PC273.5(A)-Spousal Abuse and CVC12500(A)-Driving Without a License. LITCHFIELD was subsequently arrested and transported to the Colorado River Station jail for booking. LITCHFIELD remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $45,000.00 awaiting a court hearing.
ANDREW WILLIAMS, 21 Years Old, Resident of Needles, CA
On Tuesday, May 26, 2026, at approximately 12:15 p.m., San Bernardino County Probation officers contacted ANDREW WILLIAMS during a probation compliance check near the 1200 block of Lillyhill Drive. During the check, WILLIAMS was found to be in violation of PC1203.2(A)(1)-Violation of Probation. WILLIAMS was subsequently arrested and transported to the Colorado River Station jail for booking. WILLIAMS remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
ALBERT VALDEZ, 29 Years Old, Resident of Needles, CA
On Tuesday, May 26, 2026, at approximately 2:00 p.m., San Bernardino County Probation officers contacted ALBERT VALDEZ during a probation compliance check near the 1900 block of Erin Drive. During the check, VALDEZ was found to be in violation of PC1203.2(A)(1)-Violation of Probation and PC3455-Violation of Post Release Community Supervision. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
BRYANA MUNOZ, 31 Years Old, Resident of Needles, CA
On Tuesday, May 26, 2026, at approximately 14:00 p.m., San Bernardino County Probation officers contacted BRYANA MUNOZ during a probation compliance check near Flip Mendez Pkwy and Hospitality Lane. During the check, MUNOZ was found to be in violation of PC1203.2(A)(1)-Violation of Probation. MUNOZ was subsequently arrested and transported to the Colorado River Station jail for booking. MUNOZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
CELINA VALDEZ, 30 Years Old, Resident of Needles, CA
On Tuesday, May 26, 2026, at approximately 2:40 p.m., San Bernardino County Probation officers contacted CELINA VALDEZ during a probation compliance check near the 1900 block of Erin Drive. During the check, VALDEZ was found to have an outstanding warrant for her arrest for PC273A(A)-Child Abuse. VALDEZ was subsequently arrested and transported to the Colorado River Station jail for booking. VALDEZ remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
JOSEPHINE BAUMGARTNER, 24 Years Old, Resident of Needles, CA
On Tuesday, May 26, 2026, at approximately 8:21 p.m., deputies contacted JOSEPHINE BAUMGARTNER during a bike stop near the 400 block of B Street. During the stop, BAUMGARTNER was found to have two outstanding warrants for her arrest for H&S11377(A)-Possession of a Controlled Substance and PC594(B)(2)(A)-Vandalism over $400. BAUMGARTNER was also found to be in violation of H&S11377(A)-Possession of a Controlled Substance. BAUMGARTNER was subsequently arrested and transported to the Colorado River Station jail for booking. BAUMGARTNER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
MARKUS BLEDSOE, 34 Years Old, Resident of Needles, CA
On Wednesday, May 27, 2026, at approximately 12:35 a.m., deputies contacted MARKUS BLEDSOE near the 300 block of North K Street during a traffic enforcement stop. During the stop, BLEDSOE was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%. BLEDSOE was subsequently arrested and transported to the Colorado River Station jail for booking. BLEDSOE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
NDONGOI HARVEY, 55 Years Old, Resident of Needles, CA
On Wednesday, May 27, 2026, at approximately 11:11 a.m., deputies contacted NDONGOI HARVEY near the 600 block of North K Street during a warrant service. HARVEY was found to have two warrants for his arrest for PC243(E)(1)-Battery on a Spouse, H&S11377(A)-Possession of a Controlled Substance and was also found to have a fugitive warrant out of Arizona. HARVEY was subsequently arrested and transported to the Colorado River Station jail for booking. HARVEY remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
CHRISTY McKINZIE, 46 Years Old, Resident of Fontana, CA
On Wednesday, May 27, 2026, at approximately 7:31 p.m., deputies contacted CHRISTY McKINZIE during a traffic enforcement stop near River Rd and River St. During the stop, McKINZIE was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. McKINZIE was subsequently arrested, issued a citation, and released at the scene with a future court date.
ROBERT GOOCH, 71 Years Old, Resident of Needles, CA
On Wednesday, May 27, 2026, at approximately 11:31 p.m., deputies contacted ROBERT GOOCH during a call for service reference a suspicious person near the 200 block of Desnok St. During the investigation, GOOCH was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. GOOCH was subsequently arrested, issued a citation, and released at the scene with a future court date.
NAKIA LOCKWOOD, 25 Years Old, Resident of Needles, CA
On Thursday, May 28, 2026, at approximately 2:02 p.m., deputies contacted NAKIA LOCKWOOD during a call for service reference a disturbance near the 100 block of L Street. During the investigation, LOCKWOOD was found to be in violation of PC459-Burglary, PC69(A)-Obstruct/Resist an Officer and was also found to have an outstanding warrant for his arrest for PC3455-Violation of Post Release Community Supervision. LOCKWOOD was subsequently arrested and transported to the High Desert Detention Center for booking. LOCKWOOD remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
GUADALUPE LOZANO, 36 Years Old, Resident of Mohave Valley, AZ
On Thursday, May 28, 2026, at approximately 5:05 p.m., deputies contacted GUADALUPE LOZANO during a welfare check near the 500 block of Bazoobuth St. During the check, LOZANO was found to be in violation of H&S11364(A)-Possession of Unlawful Drug Paraphernalia and was also found to have an outstanding warrant for PC1203.2(A)(1)-Violation of Probation. LOZANO was subsequently arrested and transported to the Colorado River Station jail for booking. LOZANO remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
BURT NICHOLAS, 65 Years Old, Resident of Upland, CA
On Saturday, May 30, 2026, at approximately 5:21 a.m., deputies contacted BURT NICHOLAS during a call for service reference a disturbance near the 2400 block of Needles Hwy. During the investigation, NICHOLAS was found to be in violation of PC647(F)-Public Intoxication. NICHOLAS was subsequently arrested and transported to the Colorado River Station jail for booking. NICHOLAS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JAMES HENSLEE, 63 Years Old, Resident of Needles, CA
On Saturday, May 30, 2026, at approximately 11:58 a.m., deputies contacted JAMES HENSLEE during a compliance check near the 100 block of North L Street. During the investigation, JAMES HENSLEE was found to be in violation of PC290.011(B)-Failure to Register as a Sex Offender. HENSLEE was subsequently arrested and transported to the Colorado River Station jail for booking. HENSLEE was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
AHSLEY ADAME, 38 Years Old, Resident of Needles, CA
On Saturday, May 30, 2026, at approximately 2:39 p.m., deputies contacted ASHLEY ADAME during a call for service near Q Street and Race Street. During the call, ADAME was found to have an outstanding fugitive warrant for her arrest out of Arizona. ADAME was subsequently arrested and transported to the Colorado River Station jail for booking. ADAME remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting extradition to Arizona.
WINDELL WARD, 54 Years Old, Resident of Needles, CA
On Saturday, May 30, 2026, at approximately 2:39 p.m., deputies contacted WINDELL WARD during a call for service near Q Street and Race Street. During the call, WARD was found to have three outstanding warrants for his arrest for CVC23152(A)-Driving Under the Influence, CVC23152(B)-DUI with a Blood Alcohol Content over .08%, PC647(F) and PC166(C)(1)-Violation of a Protective Order. WARD was subsequently arrested and transported to the High Desert Detention Center for booking. WARD remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $70,000.00, awaiting a court hearing.
ASHLIE MOUNT, 33 Years Old, Resident of Washington, UT
On Saturday, May 30, 2026, at approximately 6:58 p.m., deputies contacted ASHLIE MOUNT during a marine enforcement stop near Foxes on the Colorado River. During the stop, MOUNT was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. MOUNT was subsequently arrested and transported to the Colorado River Station jail for booking. MOUNT was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
CODY PARKHURST, 31 Years Old, Resident of Apache Junction, AZ
On Saturday, May 30, 2026, at approximately 6:58 p.m., deputies contacted CODY PARKHURST during a marine enforcement stop near Riverland Resort on the Colorado River. During the stop, PARKHURST was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. PARKHURST was subsequently arrested and transported to the Colorado River Station jail for booking. PARKHURST was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
PHILLIP EDER, 42 Years Old, Resident of Las Vegas, NV
On Saturday, May 30, 2026, at approximately 9:03 p.m., deputies contacted PHILLIP EDER during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, EDER was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. EDER was subsequently arrested and transported to the Colorado River Station jail for booking. EDER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
Confidential Female Juvenile, 17 Years Old, Resident of Needles, CA
On Sunday, May 31, 2026, at approximately 12:17 a.m., deputies contacted a 17-year-old female juvenile near W Broadway Street and J Street during a call for service reference a disturbance. During the investigation, the juvenile was found to be in violation of PC647(F)-Disorderly Conduct-Public Intoxication. The female juvenile was subsequently arrested, issued a citation, and released to a responsible party.
COSSETTE ANDREWS, 35 Years Old, Resident of Needles, CA
On Sunday, May 31, 2026, at approximately 1:29 p.m., deputies contacted COSSETTE ANDREWS during a warrant service near the 100 block of south L Street. During the service, ANDREWS was found to have two outstanding warrants for her arrest for CVC23152(A)-Driving Under the Influence, VC23152(B)-DUI with a Blood Alcohol Content over .08% and CVC14601.1(A)-Driving on a Suspended License for DUI. ANDREWS was subsequently arrested and transported to the Colorado River Station jail for booking. ANDREWS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
TRACY FRIZELLE, 62 Years Old, Resident of Blythe, CA
On Sunday, May 31, 2026, at approximately 7:08 p.m., deputies contacted TRACY FRIZELLE during a traffic enforcement stop near W Needles Hwy and North L Street. During the stop, FRIZELLE was found to be in violation of H&S11377(A)-Possession of a Controlled Substance. FRIZELLE was subsequently arrested, issued a citation, and released at the scene with a future court date.
SEAN BENTON, 69 Years Old, Resident of Johnson Valley, CA
On Sunday, May 31, 2026, at approximately 9:17 p.m., deputies contacted SEAN BENTON during a traffic enforcement stop near W Needles Hwy and Q Street. During the stop, BENTON was found to be in violation of PC29800(A)(1)-Felon in Possession of a Firearm and PC30305(A)(1)-Felon in Possession of Unlawful Ammunition. BENTON was subsequently arrested and transported to the Colorado River Station jail for booking. BENTON remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $30,000.00, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
