The Green Bay Police Department is continuing its investigation into an alleged sexual extortion scheme and is seeking to speak with any additional potential victims connected to a second suspect. This update follows the recent charging of a rental property maintenance worker who has been linked to the case.
The Brown County District Attorney’s Office charged Paul Kumbalek, 61, Town of Eaton, on May 18, 2026:
- Solicitation of Prostitutes – Three Counts
- Prostitution – Sexual Gratification
- Fourth Degree Sexual Assault – Two Counts
Kumbalek is the brother-in-law of landlord, Michael Zolper, 61, Green Bay, who was charged on February 9, 2026. Kumbalek reportedly solicited sexual acts from Zolper’s tenants while working at his properties, in exchange for avoiding eviction, money, or paying rent.
The locations of Zolper’s rental properties include:
- 1800 blk of August Street
- 2000 blk of Beech Tree Court
- 100 blk of Berwyn Avenue
- 1200 blk of Cedar Street
- 900 blk of Dousman Street
- 2700 blk of Finger Road
In addition, Kumbalek has also been connected to another property owner’s rentals in the following areas:
- 1600 blk of Amy Street
- 1400 blk of August Street
- 2900 blk of Beth Drive
- 800 blk of Bellevue Street
- 1600 blk of Juniper Drive
