Update: Flock Technology Points Investigators to Suspect Vehicle Involved in Fatal Hit and Run Collision, Arrest Made

SUMMARY: The San Bernardino County Sheriff's Department Morongo Basin Station has arrested a suspect in connection with a fatal hit-and-run traffic collision that claimed the life of a 55-year-old wheelchair-bound woman.

On Thursday, November 6, 2025, at approximately 2:02 p.m., Morongo Basin Station deputies responded to a report of a traffic collision involving a motor vehicle and an adult female operating an electric wheelchair, which occurred near the intersection of Airway Avenue and Primrose Drive. The disabled victim was crossing the roadway in her wheelchair when she and her dog were violently struck by a vehicle. The motorist fled the scene without stopping or rendering aid to the gravely injured party. Paramedics transported the 55-year-old victim to Desert Regional Medical Center, where she later succumbed to her injuries. Fire personnel transported the injured dog to a local veterinary clinic for treatment.
Major Accident Investigation Team (MAIT) member, Deputy R. Quiroz Falcon initiated his investigation into the fatal hit-and-run. Quiroz Falcon tirelessly investigated this matter over the following months, while pursuing numerous leads and conducting comprehensive follow-up efforts. FLOCK camera technology was used as a lead-generation tool that narrowed the investigative focus and accelerated the identification of the suspect vehicle involved in the fatal collision. The use of this technology provided a critical breakthrough in Quiroz Falcon's case.
Based on the evidence developed during the investigation, Quiroz Falcon obtained a search warrant for a residence associated with the registered owner of the vehicle. During the service of the warrant, deputies located the suspect vehicle, which exhibited damage consistent with evidence collected from the collision scene. Quiroz Falcon subsequently conducted an extensive interview with the driver, identified as 61-year-old, Linda Ann Ybarra of Yucca Valley.
On June 9, 2026, Linda Ann Ybarra was arrested and booked into the Morongo Basin Jail for California Vehicle Code Section 20001(b)(2) – Felony Hit-and-Run Resulting in Death.
This investigation demonstrates the effectiveness of combining traditional police work with modern public safety technology. FLOCK Safety technology provided investigators with critical leads that helped identify the suspect vehicle and ultimately aid in closure to a tragic case that had remained unsolved for months.
