INCIDENT: PC 664/215 – Attempt Carjacking

PC 148(A)(1) – Obstruction of a Peace Officer
LOCATION: Palmdale Road / El Evado Road, Victorville
SUSPECT(S): Jarred Farrow, 19-year-old, Resident of Apple Valley
Harry Moevao, 20-year-old, Resident of Victorville
Otis Farrow, 21-year-old, Resident of Victorville
SUMMARY: On Wednesday, June 10, 2026, at approximately 3:51 p.m., deputies from the Victorville Police Department responded to the Victor Valley Mall for a report of several subjects fighting inside of the mall. The subjects left the area in a silver vehicle prior to deputies’ arrival.
At approximately 4:16 p.m. deputies received multiple calls for service for several subjects assaulting a victim at the intersection of El Evado Road and Palmdale Road.
The investigation revealed that prior to the assault, Jarred Farrow, a passenger in a silver Mercedes-Benz, drove alongside the victim’s vehicle and initiated an argument. Harry Moevao, another passenger in the Mercedes-Benz, exited the vehicle and vandalized the victim’s vehicle.
The victim left the area; however, the occupants of the Mercedes-Benz followed the victim until both vehicles stopped at the intersection of El Evado and Palmdale Road. Once stopped, several occupants of the Mercedes-Benz forcibly removed the victim from the vehicle, and a physical altercation ensued.
Upon arrival, deputies located the suspects who initially resisted arrest, ultimately all subjects were detained.
Jarred Farrow and Otis Farrow were arrested and booked at the High Desert Detention Center in Adelanto, for P.C. 182(A)(1) – Conspiracy to Commit a Crime, and P.C. 148(A)(1) – Obstruction of a Peace Officer. Harry Moevao was arrested and booked at the High Desert Detention Center in Adelanto for P.C. 664/215 – Attempt Carjacking and P.C. 148(A)(1) – Obstruction of a Peace Officer.
