E-Bike Law Implementation
Soon the New Jersey Motor Vehicle Commission (NJMVC) will begin issuing licenses and registrations for e-bike operators in accordance with P.L.2025, c.285. This act amended various definitions at N.J.S.A. 39:1-1; expanded the categories of bicycles classified as motorized bicycles; and established certain license, registration, and insurance requirements for the operation of low-speed electric bicycles and motorized bicycles in the state.
The term “e-bike” commonly refers to both low-speed electric bicycles and motorized bicycles as defined under N.J.S.A. 39:1-1:
- Low-speed electric bicycle — a pedal assisted bicycle with a helper motor that only provides assistance while pedaling up to 20 mph.
- Motorized bicycle — a pedal assisted bicycle with either:
- An engine under 50 cubic centimeters;
- An electric motor that provides assistance while pedaling or with a throttle up to 28 mph; or
- An electric motor that provides assistance while using a throttle, up to 15 mph.
License Requirements: New Jersey's new statewide e-bike law was signed on January 19, 2026, but most riders were given a six-month grace period to comply. The key compliance date is:
July 19, 2026 – New licensing, registration, and insurance requirements become enforceable.
To lawfully operate a low-speed electric bicycle or motorized bicycle:
- Operators aged 17 and older must possess a valid driver license (any class)
- Operators aged 15-17, or those without a valid driver license, must possess a valid moped license (class F)
Registration Requirements
All low-speed electric bicycles and motorized bicycles must be registered with the NJMVC for lawful operation. Operators must also possess proof of registration, in paper or electronic form, while operating the vehicle.
Upon registration, low-speed electric bicycle and motorized bicycle operators will receive two (2) license plate stickers that shall be placed on both sides of the vehicle’s front fork.
Insurance Requirements
Operators of low-speed electric bicycles are not required to maintain insurance on the vehicle.
Operators of motorized bicycles must maintain insurance on the vehicle and possess proof of insurance while operating the vehicle.
