Narrative:
 
 
On May 13th, 2026, an incarcerated person housed at the Pre-Trial Detention Facility began experiencing a drug related overdose.  Another incarcerated person recognized that the victim was experiencing an overdose and administered NARCAN (Naloxone HCL Nasal Spray 4mg). Numerous deputies and custodial medical staff responded to provide medical aid to the victim.  The victim was transported to Ventura County Medical Center for further treatment and is expected to make a full recovery.
 
The Pre-Trial Detention Facility Classification Unit conducted a month-long investigation to identify the suspect who furnished the narcotics to the victim.  During the investigation, deputies learned (S)Robert Miller provided fentanyl to the victim on May 13th, 2026. 
 
On June 23rd, 2026, Miller was arrested for smuggling the fentanyl into custody and furnishing it to the victim.  The case was presented to the Ventura County District Attorney’s Office who filed charges of PC 4573(a) – Smuggling Drugs into a Jail Facility, PC 4573.6(a) – Possession of a Controlled Substance in a Jail Facility as well as several felony special enhancements.  Miller is currently being held on $50,000.00 bail in addition to a PROS Hold.
 
NARCAN is an emergency medication which temporarily counteracts the effects of opioids.   To help reduce drug related overdose deaths in custody, NARCAN is made available to incarcerated persons in their housing areas.  In addition, Ventura County Sheriff Deputies are issued NARCAN and carry it on their person. 
 
The Ventura County Sheriff’s Office is committed to providing safe and secure detention for incarcerated persons entrusted in our custody.  The Sheriff’s Office has taken numerous steps to reduce drug related overdoses in custody.  Suspect(s) who attempt to circumvent security procedures and bring drugs into the jail will be thoroughly investigated and prosecuted.
