Needles Police Department Releases Arrests Made Between June 22, 2026, and June 28, 2026,
Between June 22, 2026, and June 28, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:
MARISSA MORENO, 33 Years Old, Resident of Needles, CA
On Tuesday, June 23, 2026, at approximately 5:06 p.m., deputies contacted MARISSA MORENO during a call for service near the 700 block of Downey Avenue reference to a domestic disturbance. During the investigation, MORENO was found to be in violation of PC273.5(A)-Felony Spousal Abuse. MORENO was subsequently arrested and transported to the Colorado River Station jail for booking. MORENO remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
KIRSTEN SPENCER, 57 Years Old, Resident of Big River, CA
On Wednesday, June 24, 2026, at approximately 11:42 a.m., deputies contacted KIRSTEN SPENCER during a warrant service near the 5000 block of Modoc Trail in Big River. During the service, SPENCER was found to have an outstanding warrant for PC653X-Annoying/Harassing Phone Calls. SPENCER was subsequently arrested, issued a citation, and released at the scene with a future court date.
TAUNELL FRAYER, 51 Years Old, Resident of Bullhead City, AZ
On Wednesday, June 24, 2026, at approximately 11:44 a.m., deputies contacted TAUNELL FRAYER during a traffic enforcement stop near W Broadway Street and Front Street. During the stop, FRAYER was found to be in violation of PC22810-Felon in Possession of Unlawful Pepper Spray. FRAYER was subsequently arrested, issued a citation, and released at the scene with a future court date.
LESTER HANCOCK, 49 Years Old, Resident of Needles, CA
On Wednesday, June 24, 2026, at approximately 1:05 p.m., deputies contacted LESTER HANCOCK during a call for service reference a disturbance near the 800 block of W Broadway Street. During the investigation, HANCOCK was found to have two outstanding warrants for his arrest for H&S11364(A)-Possession of Unlawful Drug Paraphernalia and PC602(O)-Trespassing. HANCOCK was subsequently arrested and transported to the Colorado River Station jail for booking. HANCOCK was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
BOBBY DILLASHAW, 39 Years Old, Resident of Needles, CA
On Wednesday, June 24, 2026, at approximately 1:41 p.m., deputies contacted BOBBY DILLASHAW during a pedestrian stop near 3rd Street and F Street. During the stop, DILLASHAW was found to have an outstanding warrant for his arrest for PC3056-Violation of Parole. DILLASHAW was subsequently arrested and transported to the Colorado River Station jail for booking. DILLASHAW remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
WILLIAM EICHMANN, 62 Years Old, Resident of Bullhead City, AZ
On Wednesday, June 24, 2026, at approximately 10:00 p.m., deputies contacted WILLIAM EICHMANN during a traffic enforcement stop near E Broadway Street and Smith Rd. During the stop, EICHMANN was found to be in violation of H&S11352(A)-Transporting a Controlled Substance for Sale, H&S11378-Possession of a Controlled Substance for Sale and H&S11379-Transportation of a Controlled Substance. EICHMANN was subsequently arrested and transported to the Colorado River Station jail for booking. EICHMANN remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
RAMON HURTADO, 37 Years Old, Resident of Bullhead City, AZ
On Thursday, June 25, 2026, at approximately 12:04 p.m., deputies contacted RAMON HURTADO during a traffic enforcement stop near Hwy 62 and Hwy 95 in Vidal Junction. During the stop, HURTADO was found to have an outstanding warrant for a failure to appear on traffic violations. HURTADO was subsequently arrested, issued a citation, and released at the scene with a future court date.
VIJAY KUMAR, 33 Years Old, Resident of Livingston, CA
On Thursday, June 25, 2026, at approximately 8:42 a.m., officers from the California Highway Patrol contacted VIJAY KUMAR during a traffic enforcement stop on the west bound I40 near mile marker 1255. During the stop, KUMAR was found to be in violation of PC470(B)-Forgery, PC529(A)(3)-False Impersonation, PC148.9(A)-Giving False ID to Police Officer, CVC14601.1(A)-Driving on a Suspended License, and CVC14610(a)(1)-Unlawful Use of Driver’s License. KUMAR was subsequently arrested and transported to the Colorado River Station jail for booking. KUMAR remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.
STEVEN CUEVAS, 31 Years Old, Resident of Apple Valley, CA
On Friday, June 26, 2026, at approximately 1:25 a.m., deputies contacted STEVEN CUEVAS during a traffic enforcement stop near W Broadway Street and Needles Hwy. During the stop, CUEVAS was found to have an outstanding felony warrant for his arrest for H&S11370.1(A)-Possession of a Controlled Substance While Armed, PC148.9(A)-Giving False ID to Police Officer, PC148(A)(1)-Obstruct Police Officer and PC25850(A)-Carrying a Loaded Firearm. CUEVAS was subsequently arrested and transported to the Colorado River Station jail for booking. CUEVAS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing.
CALVIN ZETOUNA, 27 Years Old, Resident of San Diego, CA
On Friday, June 26, 2026, at approximately 4:52 p.m., deputies contacted CALVIN ZETOUNA during a marine enforcement stop near Crazy Horse on Lake Havasu. During the stop, ZETOUNA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. ZETOUNA was subsequently arrested and transported to the Colorado River Station jail for booking. ZETOUNA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
HASANI THOMPSON, 48 Years Old, Resident of Palmdale, CA
On Friday, June 26, 2026, at approximately 5:15 p.m., deputies contacted HASANI THOMPSON during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, THOMPSON was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. THOMPSON was subsequently arrested and transported to the Colorado River Station jail for booking. THOMPSON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JOHN JACKMAN, 65 Years Old, Resident of Needles, CA
On Saturday, June 27, 2026, at approximately 2:54 p.m., deputies contacted JOHN JACKMAN during a warrant service near the 800 block of Vine Street. During the service, JACKMAN was found to have an outstanding warrant for CVC12500(A)-Driving Without a License. JACKMAN was subsequently arrested, issued a citation, and released at the scene with a future court date.
JOSEPH CERVANTES, 32 Years Old, Resident of Indio, CA
On Saturday, June 27, 2026, at approximately 5:03 p.m., deputies contacted JOSEPH CERVANTES during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, CERVANTES was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. CERVANTES was subsequently arrested and transported to the Colorado River Station jail for booking. CERVANTES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
ANDREW GARCIA, 25 Years Old, Resident of Redlands, CA
On Saturday, June 27, 2026, at approximately 5:28 p.m., deputies contacted ANDREW GARCIA during a marine enforcement stop near Park Moabi on the Colorado River. During the stop, GARCIA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. GARCIA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
IAN YOUNG, 25 Years Old, Resident of Redlands, CA
On Saturday, June 27, 2026, at approximately 5:28 p.m., deputies contacted ANDREW GARCIA during a marine enforcement stop near Park Moabi on the Colorado River. During the stop, GARCIA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. GARCIA was subsequently arrested and transported to the Colorado River Station jail for booking. STEVEN SUIVELD, 32 Years Old, Resident of Chino Hills, CA
On Saturday, June 27, 2026, at approximately 7:10 p.m., deputies contacted STEVEN SUIVELD during a traffic enforcement stop near W Needles Hwy and T Street. During the stop, SUIVELD was found to have an outstanding warrant for PC148-Obstruct Police Officer. SUIVELD was subsequently arrested, issued a citation, and released at the scene with a future court date.
IAN YOUNG, 25 Years Old, Resident of Temecula, CA
On Saturday, June 27, 2026, at approximately 7:13 p.m., deputies contacted IAN YOUNG during a marine enforcement stop near Pirates Den on the Colorado River in Earp. During the stop, YOUNG was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol. YOUNG was subsequently arrested and transported to the Colorado River Station jail for booking. YOUNG was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.
JONNI MEJIA, 57 Years Old, Resident of Big River, CA
On Sunday, June 28, 2026, at approximately 11:25 a.m., deputies contacted JONNI MEJIA during a warrant service near the 1000 block of Lillyhill Drive. During the service, MEJIA was found to have an outstanding warrant for PC242-Battery on a Person. MEJIA was subsequently arrested and transported to the Colorado River Station jail for booking. MEJIA remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
