On June 10, 2026, deputies from the Headquarters Patrol Station responded to a reported vehicle burglary that occurred in the 8000 block of Puesta Del Sol in the unincorporated area of Ventura County.
The victim reported that several high-value items had been stolen from their vehicle, including wallets containing personal identification, banking information, and credit cards.
Headquarters patrol deputies canvassed the area and located surveillance footage capturing the suspect's actions. The footage showed an unknown suspect driving a white Honda Civic to the victim's residence and stopping short of the victim’s vehicle. Headquarters Detectives were assigned the case and immediately initiated a follow-up investigation.
Through investigative efforts, detectives identified the suspect as Justin Orth, a resident of Carpinteria. Detectives also identified a 2020 Honda Civic associated with Orth that matched the vehicle observed during the crime. During the investigation, detectives learned that the victim's stolen credit cards had been fraudulently used at three separate businesses. Detectives obtained surveillance footage from each location and positively identified Orth as the individual using the stolen credit cards.
During the investigation, detectives also learned that on November 11th, 2025, Orth had been arrested by the Thousand Oaks Police Department for identity theft-related charges and booked into the Ventura County Main Jail. Following his booking, detectives from the Ojai Police Department supplementally booked Orth on additional identity theft-related charges in which Orth was identified as having committed in the Ojai area. The case was forwarded to the Ventura County District Attorney's Office, which filed a 49-count indictment against Orth.
On May 21st , 2026, while Orth was still in custody from the November 11th arrest, the Ventura County Superior Court ordered Orth released on his own recognizance (OR) over the objection of the Ventura County District Attorney's Office.  Orth was subsequently released from custody on May 22nd, 2026.
As the investigation continued, detectives learned Orth remained out of custody on OR release and had an active felony warrant, out of Santa Barbara County, for multiple violations, including Penal Code section 530.5(c)(2) – Possession of Personal Identifying Information with a Prior Identity Theft Conviction, Penal Code section 487 – Grand Theft, Penal Code section 182(a)(1) – Conspiracy to Commit a Crime, and multiple narcotics-related violations. Detectives also learned Orth was on Post Release Community Supervision (PRCS) through Santa Barbara County and had search terms for stolen property.
On June 26, 2026, at approximately 5:00 p.m., Headquarters Detectives, with the assistance of the West County Special Enforcement Unit, located Orth at his residence in the 4900 block of Malibu Drive in Carpinteria. Detectives also located the white Honda Civic used during the commission of the crime parked in the driveway. Pursuant to the terms of Orth's PRCS, detectives conducted a compliance search of the residence.
When detectives attempted to contact Orth, he fled out the rear of the residence but was quickly apprehended and taken into custody.
Orth was arrested for violations of Penal Code section 530.5(c)(2) – Possession of Personal Identifying Information with a Prior Conviction, Penal Code section 666.1(a)(1) – Petty Theft with Two Prior Theft Convictions, Penal Code section 166(a)(4) – Willful Disobedience of a Court Order, and three counts of Penal Code section 530.5(a) – Identity Theft.
Following Orth's arrest, Headquarters Detectives and members of the West County Special Enforcement Unit conducted a probation search of Orth's bedroom. During the search, detectives recovered evidence linking Orth to the crime and subsequent identity theft offenses.
Orth was booked into the Ventura County Pre-Trial Detention Facility on the above-listed charges and is currently being held in lieu of $100,000 bail.
