Victorville Deputies Investigating a Theft Locate Suspect Wearing Stolen FIFA Jersey

DATE/TIME: Tuesday, June 30, 2026 / 2:36 p.m.   

INCIDENT: P.C. 666.1(A)(1) – Petty Theft with Two Prior Theft Convictions, P.C. 647(F) – Public Intoxication (Alcohol)

LOCATION: 15000 Block of Roy Rogers Drive, Victorville 

SUSPECT(S): Gabriel Manley, 48-year-old Transient of Victorville
 
SUMMARY: On November 5, 2024, California voters passed Proposition 36 titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on December 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft. Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance. The following is an arrest where Proposition 36 is applied:

On Tuesday, June 30, 2026, at approximately 2:36 p.m., deputies from the Victorville Police Station responded to a theft report at the Walgreens located in the 15000 block of Roy Rogers Drive. 

The investigation revealed Gabriel Manley entered the business, selected a white FIFA jersey, changed into the jersey while inside the store, and exited the business without paying for the merchandise. Manley left the area before deputies arrived. During an area check, deputies located Manley in a nearby parking lot. Manley was found wearing the reported stolen jersey.  

Gabriel Manley was arrested and booked at the High Desert Detention Center in Adelanto, for P.C. 666.1(A)(1) – Petty Theft with Two prior Theft Convictions and P.C. 647(F) – Public Intoxication (Alcohol).
