Update #3 (Investigation – 24th and Jessup Streets):

While this incident remains under active investigation by the Wilmington Police Department’s Criminal Investigations Division and Office of Professional Standards, as well as the Delaware Department of Justice, the Wilmington Police Department is sharing some additional details we are now able to confirm to uphold our commitment to transparency. This is aligned with that goal and maintains our approach of only releasing accurate information once it is abled to be verified. 
 
An investigation conducted by the Delaware Division of Forensic Sciences determined that Kadir Skinner sustained a single gunshot wound to his upper left buttocks area.
 
Following the shooting, and once it was discovered that Skinner had been injured, a police officer on scene transported him to the hospital in an attempt to seek medical care.
 
In the aftermath of the shooting, police officers on scene recovered the suspect’s firearm – a loaded .45-caliber handgun with an extended magazine – in addition to ballistic evidence. All materials were provided to forensic technicians for analysis and preservation as part of the ongoing investigations being conducted by our agency and the independent investigation by the Delaware Department of Justice.
 
As a follow-up to the June 25th meeting that previously took place between family members and Chief Wilfredo Campos, WPD extended an offer for the family to see the body-worn camera footage. The offer remains open for them to accept at any time they are ready.
 
This is an ongoing investigation and further information will be released when possible.

Chief Wilfredo Campos has shared the following statement regarding last week’s officer-involved shooting incident:
 
We understand that our community has questions following last week’s officer-involved shooting, and I can assure you that we are working diligently to understand everything that occurred.
 
In addition to investigations being conducted by the Wilmington Police Department’s Criminal Investigations Division and Office of Professional Standards, this incident is also under investigation by the Delaware Department of Justice and their Division of Civil Rights and Public Trust.
 
I join Mayor Carney in asking the public for patience as these investigations continue. We owe it to everyone involved – and every resident of Wilmington – to conduct a thorough investigation and to ensure that we have an accurate understanding of everything that occurred last week. We encourage anyone with information or who may have video capturing any portion of this incident to come forward to assist investigators with WPD and the Department of Justice, and I assure you that the facts of this case will be shared publicly following the conclusion of these thorough investigations.
 
Update 1 (June 25):
 
The suspect in this incident has been identified as 19-year-old Kadir Skinner of Wilmington.
 
This incident remains under investigation by the Criminal Investigations Division, the Office of Professional Standards and the Delaware Department of Justice. In accordance with departmental policy, the officer involved has been placed on administrative leave.

Original Release (June 25):
 
Wilmington Police are on scene investigating a police-involved shooting that occurred in the area of 24th and Jessup Streets.
 
At approximately 11:12 p.m. Wednesday, police officers on patrol in the area of 24th and Jessup Streets observed a large crowd. As officers were monitoring the crowd, they observed a male subject armed with a handgun exit a residence and point the firearm towards the crowd. Police officers approached the subject – a 19-year-old male – who fled on foot. During the foot pursuit, a police officer engaged with the suspect and discharged their department-issued firearm, striking the suspect.
 
The suspect was transported to the hospital where he succumbed to his injuries.
 
Police recovered a loaded firearm from the suspect.
 
The police officer was not injured.
