Needles Police Department Releases Arrests Made Between June 29, 2026, and July 5, 2026,

Between June 29, 2026, and July 5, 2026, deputies from the Colorado River Station / Needles Police conducted multiple investigations that led to the arrest of the following individuals throughout the jurisdiction of the Colorado River Sheriff’s Station:


DEBORAH RICHARDSON, 61 Years Old, Resident of Lake Havasu City, AZ
On Monday, June 29, 2026, at approximately 2:25 p.m., deputies contacted DEBORAH RICHARDSON during a marine enforcement stop near Windsor Beach on Lake Havasu.  During the stop, RICHARDSON was found to be in violation of H&N655(B)- Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%. RICHARDSON was subsequently arrested and transported to the Colorado River Station jail for booking.  RICHARDSON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JOSH PERRONE, 27 Years Old, Resident of Needles, CA
On Monday, June 29, 2026, at approximately 2:45 p.m., deputies contacted JOSH PERRONE in the Colorado River Sheriff’s Station lobby.  During the contract, PERRONE voluntarily turned himself in for an active warrant he had for VC2800.2(A)-Evading Police.  PERRONE was subsequently arrested and taken into custody at the Colorado River Station jail for booking. PERRONE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing. 

TARA JUAREZ, 36 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 8:18 a.m., deputies contacted TARA JUAREZ during a call for service reference a security check near the 1000 block of Lillyhill Drive.  During the investigation, JUAREZ was found to be in violation of PC273A(B)-Child Endangerment.  JUAREZ was subsequently arrested and transported to the Colorado River Station jail for booking.  JUAREZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

MATTHEW FULKS, 23 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 10:19 a.m., deputies contacted MATTHEW FULKS during a call for service reference an unwanted person.  During the investigation, FULKS was found to be in violation of PC459(1st)-Burglary:1st Degree and PC243(E)(1)-Battery on a Spouse/Ex-Spouse/Etc.  FULKS was subsequently arrested and taken into custody at the Colorado River Station jail for booking. FULKS remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $85,000.00, awaiting a court hearing. 

DERIC GRUSHKA, 58 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 10:56 a.m., deputies contacted DERIC GRUSHKA near the 100 block of L Street during a warrant service.  During the warrant service, DERIC GRUSHKA was found to have an outstanding traffic warrant for CVC12500(A)-Driving Without a License. GRUSHKA was subsequently arrested, issued a citation, and released at the scene with a future court date.

ROXANN RODRIGUEZ, 38 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 1:44 p.m., deputies contacted ROXANN RODRIGUEZ during a pedestrian stop near 3rd Street and F Street.  During the stop, RODRIGUEZ was found to have an outstanding warrant for H&S11364-Possession of Unlawful Drug Paraphernalia.  RODRIGUEZ was subsequently arrested, issued a citation, and released at a nearby hospital for a medical evaluation, with a future court date.

MICHAEL WEDGE, 40 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 4:00 p.m., deputies contacted MICHAEL WEDGE during a traffic enforcement stop near Front Street and E Street.  During the stop, WEDGE was found to have an outstanding warrant out of Orange County for PC148(A)(1)-Obstructing a Police Officer and CVC2800.2(A)-Evading Police with Disregard for Safety.  WEDGE was subsequently arrested and transported to the Colorado River Station jail for booking.  WEDGE remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $50,000.00, awaiting a court hearing. 


EUGENE CAGG, 62 Years Old, Resident of Needles, CA
On Tuesday, June 30, 2026, at approximately 11:56 p.m., deputies contacted EUGENE CAGG during a call for service reference an assault that just occurred near the 10 block of Zoe Lane.  During the investigation, CAGG was found to be in violation of PC245(A)(1)-Assault with a Deadly Weapon (not a firearm).  CAGG was subsequently arrested and transported to the Colorado River Station jail for booking.  CAGG remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $40,000.00, awaiting a court hearing.

CAMERON RUSSELL, 57 Years Old, Resident of Parker, AZ
On Wednesday, July 1, 2026, at approximately 9:15 a.m., deputies contacted CAMERON RUSSELL during a traffic enforcement stop near Rio Vista Drive and Little Rock Avenue in Big River.  During the stop, RUSSELL was found to have an active warrant for PC647(F)-Disorderly Conduct-Public Intoxication.  RUSSELL was subsequently arrested, issued a citation, and released at the scene with a future court date.

RAMANDEEP SINGH, 36 Years Old, Resident of Fishers, IN
On Wednesday, July 1, 2026, at approximately 4:53 p.m., officers from the California Highway Patrol contacted RAMANDEEP SINGH during a traffic enforcement stop on the eastbound I 40 near mile marker 123.  During the stop, SINGH was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol and CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  SINGH was subsequently arrested and transported to the Colorado River Station jail for booking.  SINGH was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ANTHONY WATERS, 41 Years Old, Resident of Needles, CA
On Wednesday, July 1, 2026, at approximately 9:11 p.m., deputies contacted ANTHONY WATERS near the 2000 block of Casa Linda after a reported vehicle accident that happened near D Street and Valley Avenue, after an involved vehicle fled the scene.  During the investigation, WATERS was found to be in violation of CVC20002(A)-Hit and Run.  WATERS was subsequently arrested and transported to the Colorado River Station jail for booking.  WATERS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

STEVEN SANDERS, 37 Years Old, Resident of Needles, CA
On Wednesday, July 1, 2026, at approximately 11:16 p.m., deputies contacted STEVEN SANDERS during a traffic enforcement stop near 3rd Street and I Street.  During the stop, SANDERS was found to have an active warrant for CVC23152(B)-DUI with a Blood Alcohol Content over .08%.  SANDERS was subsequently arrested and transported to the Colorado River Station jail for booking.  SANDERS was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

ELIZABETH VANDERHOEF, 35 Years Old, Resident of Big River, CA
On Thursday, July 2, 2026, at approximately 10:55 a.m., deputies contacted ELIZABETH VANDERHOEF during a warrant service near the 149000 block of Del Rey Drive in Big River.  During the service, VANDERHOEF was found to have an outstanding warrant for PC243(E)(1)-Battery on a Spouse/Ex-Spouse/ETC. VANDERHOEF was subsequently arrested and transported to the Colorado River Station jail for booking. VANDERHOEF remains in the custody of the San Bernardino County Sheriff’s Department with a bail amount of $5,000.00, awaiting a court hearing.

PETER WALMSLEY, 42 Years Old, Resident of Big River, CA
On Thursday, July 2, 2026, at approximately 10:55 a.m., deputies contacted PETER WALMSLEY during a warrant service near the 149000 block of Del Rey Drive in Big River.  During the service, WALMSLEY was found to have 3 outstanding warrants for PC273.5(A)- Felony Spousal Abuse, PC236-False Imprisonment, and PC166(A)(4)-Disobeying a Court Order.  WALMSLEY was also found to be in violation of PC664/187-Attempted Murder on a separate case. WALMSLEY was subsequently arrested and transported to the Colorado River Station jail for booking. WALMSLEY remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.

MARK PRICE, 39 Years Old, Resident of Needles, CA
On Thursday, July 2, 2026, at approximately 10:55 a.m., deputies contacted MARK PRICE during a pedestrian check near E Street and W Broadway Street.  During the stop, PRICE was found to be in violation of PC21310-Carrying a Dirk or Dagger and PC3455-Violation of Post Release Community Supervision.  PRICE was subsequently arrested and transported to the Colorado River Station jail for booking. PRICE remains in the custody of the San Bernardino County Sheriff’s Department with no bail, awaiting a court hearing.
  
RUBEN OCHOA, 45 Years Old, Resident of Bullhead City, AZ
On Thursday, July 2, 2026, at approximately 10:33 p.m., deputies contacted RUBEN OCHOA during a traffic enforcement stop near North K Street and BNSF Rd.  During the stop, OCHOA was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol.  OCHOA was subsequently arrested and transported to the Colorado River Station jail for booking.  OCHOA was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

MARIO HERNANDEZ, 36 Years Old, Resident of San Bernardino, CA
On Friday, July 3, 2026, at approximately 4:35 p.m., deputies contacted MARIO HERNANDEZ during a marine enforcement stop near Topock and the I40 bridge on the Colorado River.  During the stop, HERNANDEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  HERNANDEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  HERNANDERZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

CHRISTOPHER COOPER, 41 Years Old, Resident of Banning, CA
On Friday, July 3, 2026, at approximately 5:03 p.m., deputies contacted CHRISTOPHER COOPER near Park Moabi during a call for service reference a fight at Pirate Cove.  During the contact, COOPER was found to be in violation of PC242-Battery on a Person.  COOPER was subsequently arrested and transported to the Colorado River Station jail for booking.  COOPER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

HAROLD AVILA LOPEZ, 25 Years Old, Resident of Los Angeles, CA
On Friday, July 3, 2026, at approximately 5:48 p.m., deputies contacted HAROLD AVILA LOPEZ during a marine enforcement stop near Thompson Bay on Lake Havasu.  During the stop, AVILA LOPEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  AVILA LOPEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  AVILA LOPEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

COLE SPANGLER, 21 Years Old, Resident of Lytle Creek, CA
On Friday, July 3, 2026, at approximately 8:12 p.m., deputies contacted COLE SPANGLER during a marine enforcement stop near Roadrunner on the Colorado River.  During the stop, SPANGLER was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  SPANGLER was subsequently arrested and transported to the Colorado River Station jail for booking.  SPANGLER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

MICHAEL CARO, 36 Years Old, Resident of Phelan, CA
On Friday, July 3, 2026, at approximately 8:15 p.m., deputies contacted MICHAEL CARO during a marine enforcement stop near Needles Bridge on the Colorado River.  During the stop, CARO was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  CARO was subsequently arrested and transported to the Colorado River Station jail for booking.  CARO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

MICHAEL CARLTON, 28 Years Old, Resident of Ontario, CA
On Friday, July 3, 2026, at approximately 8:46 p.m., deputies contacted MICHAEL CARLTON during a marine enforcement stop near the south basin on Lake Havasu.  During the stop, CARLTON was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  CARLTON was subsequently arrested and transported to the Colorado River Station jail for booking.  CARLTON was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JESUS VALENCIA, 27 Years Old, Resident of Tracy, CA
On Saturday, July 4, 2026, at approximately 12:33 p.m., deputies contacted JESUS VALENCIA during a marine enforcement stop near Site 6 on Lake Havasu.  During the stop, VALENCIA was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  VALENCIA was subsequently arrested and transported to the Colorado River Station jail for booking. During the booking process, VALENCIA was found to have provided a false name and was also found to have an outstanding warrant out of San Mateo County for his arrest.  VALENCIA remains in the custody of the San Bernardino County Sheriff’s Department with a $15,000.00 bail, awaiting a court hearing.  

JORGE MARTIN PINTO, 24 Years Old, Resident of, Surprise, AZ
On Saturday, July 4, 2026, at approximately 1:50 p.m., deputies contacted JORGE MARTIN PINTO during a marine enforcement stop near Thompson Bay on Lake Havasu. During the stop, MARTIN PINTO was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  MARTIN PINTO was subsequently arrested and transported to the Colorado River Station jail for booking.  MARTIN PINTO was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date. 

JAKOB PRESCHER, 23 Years Old, Resident of Alta Loma, CA
On Saturday, July 4, 2026, at approximately 2:48 p.m., deputies contacted JAKOB PRESCHER during a marine enforcement stop near the Park Moabi channel on the Colorado River.  During the stop, PRESCHER was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol.  PRESCHER was subsequently arrested and transported to the Colorado River Station jail for booking.  PRESCHER was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

KEVIN DEINES, 53 Years Old, Resident of Las Vegas, NV
On Saturday, July 4, 2026, at approximately 3:35 p.m., deputies contacted KEVIN DEINES during a marine enforcement stop near Fox’s on the Colorado River.  During the stop, DEINES was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  DEINES was subsequently arrested and transported to the Colorado River Station jail for booking.  DEINES was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

ALEXIS CHAVEZ, 31 Years Old, Resident of Palmdale, CA
On Saturday, July 4, 2026, at approximately 4:48 p.m., deputies contacted ALEXIS CHAVEZ during a marine enforcement stop near Topock and the I40 bridge on the Colorado River. During the stop, CHAVEZ was found to be in violation of H&N655(B)-Boating Under the Influence of Alcohol and H&N655(C)-BUI with a Blood Alcohol Content over .08%.  CHAVEZ was subsequently arrested and transported to the Colorado River Station jail for booking.  CHAVEZ was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

LEIGH MORALES, 42 Years Old, Resident of Landcaster, CA
On Saturday, July 4, 2026, at approximately 8:20 p.m., deputies contacted LEIGH MORALES during a traffic enforcement stop near W Needles Hwy and W Broadway Street.  During the stop, MORALES was found to have an active warrant for CVC14601.1(A)-Driving on a Suspended License.  MORALES was subsequently arrested, issued a citation, and released at the scene with a future court date. 


CHRISTOPHER DILLY, 18 Years Old, Resident of LaVerne, CA
On Saturday, July 4, 2026, at approximately 11:36 p.m., officers from the California Highway Patrol contacted CHRISTOPHER DILLY during a traffic enforcement stop near State Route 62 and Parker Dam Rd.  During the stop, DILLY was found to be in violation of CVC23152(A)-Driving Under the Influence of Alcohol, CVC23152(B)-DUI with a Blood Alcohol Content over .08% and PC273A(B)-Child Endangerment.  DILLY was subsequently arrested and transported to the Colorado River Station jail for booking.  DILLY was later issued a citation and released from the custody of the San Bernardino County Sheriff’s Department with a future court date.

JUSTIN WILLIS, 40 Years Old, Resident of Big River, CA
On Sunday, July 5, 2026, at approximately 12:58 a.m., deputies contacted JUSTIN WILLIS during a 911 call for service reference an unknown problem near the 149000 block of Del Rey Drive in Big River.  During the investigation, WILLIS was found to be in violation of PC243(E)(1)-Battery on a Spouse/Ex-Spouse/Etc.  WILLIS was subsequently arrested and transported to the Colorado River Station jail for booking.  WILLIS remains in the custody of the San Bernardino County Sheriff’s Department with a $25,000.00 bail, awaiting a court hearing.  

MONIQUE BARRON, 49 Years Old, Resident of Hesperia, CA
On Sunday, July 5, 2026, at approximately 9:30 p.m., deputies contacted MONIQUE BARRON during a traffic enforcement stop near W Needles Hwy and P Street.  During the stop, BARRON was found to have an outstanding traffic warrant for her arrest for CVC12500(A)-Driving Without a License.  BARRON was subsequently arrested, issued a citation, and released at the scene with a future court date. 


The necessity to cite release arrestees is a result of several law changes and voter approved propositions over the last few years. In 2011, Assembly Bill 109 was passed by the legislature. This bill sent thousands of state prisoners to local jails, resulting in county jail overcrowding. Because of lawsuits capping the county jail population, it became necessary to release county jail inmates that were once held in custody. In 2014, the California voters passed Proposition 47, referred to as the Safe Neighborhoods and Schools Act. This proposition reduced many crimes to misdemeanors such as Grand Theft, Receiving Stolen Property, Shoplifting, Forgery, Burglary, and Drug Possession. With a court mandated cap on the county jail inmate population, it is now necessary to cite release certain arrestees to adhere to the inmate population mandates.
